Dear Mayor and Council,
It is now time to put a wrap in the 2007 Budget; its adoption will take place at the December 12,
2006 meeting. Staff thanks Mayor and Council for recognizing the extra effort put into developing
a very lean budget for the coming year, per Council directive early on. You are encouraged to trust
that this budget is as lean as it can be to assure spending within our means.
Management makes presents these final considerations:

• The Budget cannot be raised at this time, only lowered.
• Avery specific need remains, which is to restore the City Contact to four editions per year.
Two editions seriously limit the City's ability to communicate with its residents. No other
methods reach every home and business and property owner. Adding back two editions
comes to $4,040. It is recommended that $400 be moved from 10 of the more substantial
budgets to cover this.
• Fuel dollars for the Police Department cannot be underestimated, which is fully explained
on the attachment and is supported by the accompanying article. Compromises made by PD
due to the very lean 2006 Budget cannot not be repeated in 2007 without serious impacts on
service delivery.
• There is a request for support for dollars for a play structure from Park Dedication Funds
by the Parks, Open Space and Docks Commission.
• Sources of funds are as important as expenditures. Some revenues are fixed but others are
more volatile. Members are encouraged to resist waiving fees in the coming year, in light of
the lean budget. The exception to the recommendation would be fees for the 2007 Spirit of
the Lakes Festival.
• For sound fiscal purposes, Members are reminded:
The level of the 2007 General Fund Revenues is such that it appears that it would support
the 2007 General Fund Expenditures; but the 2007 proposed General Fund Balance of

20.06% is considered too low by our independent auditor, the State Auditor, and the rating
agencies (Moody's, Standard and Poor's ,and Fitch). A balance of 35% would be
considered a more acceptable balance.
The 2007 Tax Levy, as proposed, represents a City Property Tax Rate of 36.659, according
to the County Auditor calculation. That is a reduction of 1.0081 % from the 2006 final tax
rate. This tax rate will have a negative impact on the revenues generated for TIF
purposes and the Financial Analysts' projections. It will also be looked at as a lost
opportunity to improve the General Fund Balance. Tax Statements bear out that taxes are
flat or reduced, the exception being those properties that were re-evaluated.
Any questions or inquiries should be directed to me or Gino by the end of the day on Monday,
Nov 20, which will allow the time it takes for the research. With attention to a few small
matters, this budget workshop is expected to be brief.

Subject: Budget concerns
This memo is a follow-up to the conversation we had last week regarding the police
department's 2006 budget.
As I mentioned to you, I'm concerned about our 2006 operating budget because as of
October 1, 2006, we were out of fuel money and consequently running over budget. If
you recall, in November of 2005, I explained to the Council at a budget workshop that I
had concerns about cuts to the "proposed" 2006 budget because fuel prices were rising
and essentially unpredictable. Despite my concerns, the "proposed" 2006 police budget
was arbitrarily cut by an additional $6,000. At this meeting, I was told that if I went over
budget the city would cover the expenses through a contingency fund and that I would
have to explain the overages.
I have taken the following measures to mitigate our budget problem. The measures went
into affect November 10, 2006.
1. All training not required for officer's licensing has been canceled.
2. All critical purchases, such as first-aid supplies, vehicle repairs, and service calls
must be approved before ordering.
3. All non-critical purchases, .such as some office supplies, small equipment
replacement, and janitorial supplies will be put on hold until 2007.
I have to reiterate my concerns for the 2007 budget year. I have presented a realistic
budget that has little room for unforeseen incidents such as major fuel increases, major
criminal cases, or staff vacancies due to injuries or leaves. Any reduction in the 2007
police budget would create a hardship that would be difficult to overcome.

Play Structure Request
At the October 19, 2006 Parks, Open Space and Docks Advisory Commission
meeting, the POSDAC requested up to $50,000 from the Park Dedication Fund
for the purchase and installation of a play structure. The location for the play
structure will be determined at a later meeting.
Below is the motion from the meeting:
MOTION by Pilling to approve a new play structure out of the
dedication fund for up to $50,000. SECOND by Hentz. Beise asked if
there's a park it should go in. Pilling recommended Jim provide
information for the December meeting on how the Commission ranked

CITY OF SPRING PARK
SPRING PARKr MINNESOTA
AGREEMENT
THIS AGREEMENT is made and entered into by and between the City of Spring Park,
Hennepin County, Minnesota, hereinafter referred to as the "Spring Park," and Westonka Senior
Citizens, Inc., hereinafter referred to as the "Westonka."
WITNES SETH:
WHEREAS, Spring Park has the authority pursuant to Minnesota Statutes Sections 471.15
through 471'. T 9 to operate a program of public recreation and to expend funds for the operation of
such program; and
WHEREAS, Minnesota Statutes Section 4.7L16; Subd. 1 provides that the City may also
cooperate with non-profit corporations to achieve its recreation goals; and
WHEREAS, a significant number of senior citizens"reside in Spring Park; and
WHEREAS, Spring Park does not presently provide recreational programs and facilities for
'~" its senior citizen residents; and
WHEREAS, Westonka is a non-profit corporation organized under the provisions of
Minnesota Statutes Chapter 317 which operates recreational facilities and provides recreational
programs for senior citizens residing in areas surrounding Lake Minnetonkaincluding those residing
in Spring Park; and
WHEREAS, Spring Park. desires to assure that senior citizens living in the City have
convenient access to recreational facilities and the benefits of a recreational program; and
WHEREAS, in order to accomplish these ;goals it is in the interests of Spring Park to enter
into an agreement with Westonka whereby Westori~ca agrees to operate recreational facilities and
programs accessible to the senior citizens of Spring Park; and
WHEREAS, Westonka desires to provide these facilities and services.
NOW, THEREFORE, IT IS HEREBY AGREED BY AND BETWEEN THE PARTIES HERETO

_ 1. Westonka agrees that for a period of at least one year from the date hereof it will
(~ provide recreational facilities for, and operate recreational programs of interest to, senior citizens
residing in the City of Spring Park.
2. Spring Park agrees to pay to Westorika the sum of $-~~ri 30 days of
final execution of this Agreement to help fund such facilities and services.
3. Westonka agrees that the funds received-from the City shall be used for recreational
programs and facilities available to senior citizens of Spring Park and for no other purposes, and that
it will make reasonable efforts to promote such programs and services to senior citizens of Spring
Park.
