JANUARY 24, 2006
The Housing and Redevelopment Authority of and for the City of Mound,
Minnesota, met in regular session on Tuesday, January 24, 2006, at 7:15 p.m. in
the council chambers of city hall.
Members Present: Chairperson Pat Meisel; Commissioners Bob Brown and
John Beise. Commissioner Osmek arrived at 7:26 p.m.
Members Absent: Commissioner Mike. Specht
Others Present: Executive Director Kandis Hanson, City Attorney John Dean,
City Clerk Bonnie Ritter, Community Development Director Sarah Smith, Finance
Director Gino Businaro, Cindy Reiter
1. Open Meeting
Chair Meisel called the meeting to order at 7:15 p.m.
2. Approve Agenda
MOTION by Beise, seconded by Brown to approve the agenda. All voted in
favor. Motion carried.

3. Approve Minutes
MOTION by Beise, seconded by Brown to approve the minutes of the November
22, 2005 regular meeting and the January 17, 2006 special meeting. All voted in
favor. Motion carried.
4. Action on Resolution Appointing John Beise as Acting Chairperson for
the HRA for 2006
MOTION by Brown, seconded by Beise to table action on this item until
Councilmember Osmek arrived. All voted in favor. Motion carried.
5. Indian Knoll Manor Property Manager's Monthly Report

C. Review of bills paid: MOTION by Brown, seconded by Beise to
approve the bills of December, 2005. All voted in favor. Motion
carried.

HRA Minutes -January 24, 2006
MOTION by Brown, seconded by Beise to acknowledge receipt of the
management letter from Abdo Eick & Meyers, LLP, and the Housing
and Redevelopment Authority of and for the City of Mound Annual
Financial Report for Year Ended September 30, 2005. All voted in
favor. Motion carried.
E. Amendment to Cooperation Agreement
MOTION by Brown, seconded by Beise to adopt the following
resolution. All voted in favor. Motion carried.
RESOLUTION NO. 06-01 H: RESOLUTION AUTHORIZING
EXECUTION OF AN AMENDMENT TO COOPERATION
AGREEMENT
F. Managers Report -everything going well and nothing else to report.
G. Resident Council Report -tenant representative not present.
4. Appoint Actinct Chairperson
MOTION by Beise, seconded by Meisel to adopt a resolution appointing John
Beise as Acting Chairperson for the HRA. The following voted in favor: Beise
and Meisel. The following voted against: Brown and Osmek. Motion failed.
MOTION by Brown, seconded by Osmek to adopt a resolution appointing .Davis
Osmek as Acting Chairperson for the HRA. The following voted in favor: Brown
and Osmek. The following voted against: Beise and Meisel. Motion failed.
This item will be revised at the next HRA meeting.
6. Adjourn
MOTION by Brown, seconded by Beise to adjourn at 7:31 p.m. All voted in favor.

RESOLUTION NO. 06-02H
RESOLUTION APPOINTING DAVID OSMEK
AS ACTING CHAIRPERSON OF THE HRA FOR 2006.
WHEREAS, the By-Laws governing the Housing and Redevelopment Authority of and.
for the City of Mound state that at its first meeting each year an Acting Chairperson shall
be appointed; and
WHEREAS, The Acting Chairperson shall perform the duties of Chairperson during the
disability or absence of the Chairperson from the City or, in the case of vacancy in the
office of Chairperson, until a successor has been appointed and qualifies;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Mound,
Minnesota, to appoint David Osmek as Acting Chairperson of the Housing and
Redevelopment Authority for 2006.
Adopted by the HRA this 14th day of February, 2006.

Dear Mayor Meisel:
Minnesota Statutes Section 383B,77, which authorized the. creation of the Hennepin. County
Housing and Redevelopment Authority (HCHRA), requires the HCHRA to annually notify
suburban H1tAs and EDAs of the activities .the HCHRA intends to operatewithin their
communities.
The HCHRA is administering several suburban Hennepin, County programs in the year,2006,
Communities may exercise their option to not have the HCHRA administer one or more of the
activities within their community by notifying the HCHRA to that effect, within 45 days of the
date of this notice.
The HCHRA is administering the following programs:
/ Minnesota Cities Participation Program, First-Time Homebuyer Mortgages.
/ Minnesota Housing Finance Agency (1VIFIFA) Housing Rehabilitation Program.
/ MHFA Home Improvement Loan Programs -includes the Fix-up Fund and the
Community Fix-up Fund.. Excludes the city of Bloomington.
/ MHFA Community Revitalization Fund Program -single-family, accessibility modular
ramp grant.
/ Affordable Housing Incentive Fund Program (AHIF) -developed in response to the
shortage in Hennepin County of housing affordable to low-income households.

As a requirement of the AHIF Program, all project proposals must have municipal
support prior to actually receiving assistance. The HCI3RA will be requiring a city
council resolution (if not currently in place) in support of selected AHIF projects.
/ Transit Oriented Development Program (TOD) -designed to assist development
proximate to priority transit corridors and hubs. As a requirement of the TOD Program,
all project proposals must have municipal support prior to actually receiving assistance.
The HCHRA will be requiring a city council resolution (if not currently in place} in
support of selected TOD projects.
/ Lead Hazard Control Program -AHIF funded activity to assist private owners address
lead hazards in eligible affordable rental properties. AHIF funds supplement aHUD-
funded program that assists private owners address lead hazards in eligible properties.
AHIF funds specifically support assistance for affordable efficiency units.
We look forward to continuing to work with you in implementing these programs and to develop
additional innovative approaches to address housing and community development needs.
