MINUTES OF A SPECIAL HOUSINGAND REDEVELOPMENT AUTHORITY
Present: Mark Hanus, David Osmek, Peter Meyer and Kandis Hanson

he purpose for the special meeting is to interview candidates to serve as the
developers for the Mound Redevelopment Districts.
Hanus indicated that MetroPlains is the first firm to be interviewed.
Larry Olson introduced himself and commented on their review of the three sites
and stated that they are most interested in the Lake Langdon District due to its
special features including the lakeviews, the Dakota Rail corridor and other
natural features.
He commented on the wetland issues and indicated that Mound Marketplace will
"fill the pent up demand" for retail space and as soon as things are full additional
retail space will probably be in demand. They see the area to be primarily
service /commercial /retail. Additionally, MP thinks that density is needed
which would include market rate rental consisting of (72) units - 3 stories with
underground parking. MP is also considering the possibility of condominium
and/or townhomes. Downtown Mound will benefit from amulti-story residential
complex and doesn't' feel that it will compete with the Village by the Bay project.
MP also believes that the corner needs to be a "public space." The area north
of the railroad tracks to Lynwood is also ripe for development and would "tie in"
with Mound Marketplace.
Financial Feasibility -The following rates are proposed:
$800, $950 and $1120 for rental apartments
$8.00 / SF for commercial space
$330,000 for townhouse units
MP sees the site as being primarily housing and Larry Olson stated that MP's
strength is residential.
BB commented that the units are focused in the corner. Larry Olson commented
that the layout is preliminary and could change. He further commented that the
architecture for each retail space would in include separate "fronts and/or
facades" to provide variety.
BB commented on the proposed rental rates and indicated that $900 seems a bit
low considering the market.
BB inquired about the relocation of existing businesses and commented that
Auditors Road will develop last.
Hanus clarified that MP is not submitting a proposal for the Auditors Road
District.
Hanus commented that the other party being interviewed is Peter Johnson. Mr.
Olson indicated that Verne Hanson has been working with Peter for over a year
on the Pond Arena Agreement and indicated that they have visited with Peter but
have not studied the proposal in detail but expressed support for a collaborative
effort and willlingness to work together.
Dave Osmek commented that we have to be careful on Commerce Boulevard
with regards to traffic.
Hanus inquired if MP was contemplating any lake amenities. MP commented
that they are interested but aren't sure what elements would be included but they
are obviously interested in the lake features.
Larry Olson indicated that they would be interesting in pursuing discusssions with
Peter Johnson.
Hanus commented that he would like to continue with the developer selection
process so as to not delay a possible decision.
Hanus followed up on a earlier comment from Larry that the Auditors Road
District will probably develop last. He asked for Larry's input regarding the
viability of the district. Larry responded that the realignment of CSAH 15 is a
significant amenity. Lost Lake is also definitely an amenity but the timing of the
development may be an issue. As the pieces come together, the view of what is
possible on Lost Lake will change. Additionally, the economy and interest rates
will affect development strategies.
BB commented that MP has been with us for a while now and inquired if the
Mound Marketplace will spark development.
Larry commented that if the businesses in the new development are doing well
he believes that interest could pick up for the other district.
Hanus commented that the proposal from MP includes the retail and residential
components to be done at around the same time.
Larry commented that they had met with Bruce Chamberlain to obtain the
background regarding past proposal(s).
Members of the HRA thanked Mr. Olson for his time and for submitting a
proposal.
Peter Johnson
Hanus commented that MP has exited and Peter Johnson has arrived for his
interview. Hanus reinterated that the City is very interested in moving forward
with the development(s).
Mr. Johnson commented that his proposal is fairly simple. He commented that
they upgraded the building a number of years ago and has also made some
recent improvements including new siding, new windows, etc. He further
commented that the building is leased out including the upper floor.
Between 1993-2002 maps have been utilized and prepared showing his building
gone. He indicated that he believes there is a way to retain his building and
commented on the shared parking with John's Variety and Pets.
He commented that the Mound Visions project and commented on the mass and
scale of buildings as well as the ability to upgrade the buildings. He commented
on the removal of the curb cut to the south and expressed his interest in pursuing
his project.
BB commented that Mr. Johnson's building is one of the nicer in the downtown.
He questioned whether Mr. Johnson would be comfortable changing the
architecture to an "old time" facade. He expressed willingness to do.
Mr. Johnson talked about the ability of matching "commercial with residential."
BB asked what is proposed for the rest of the area. Johnson commented that he
is a "partial" applicant and suggested two (2) options including signing an
agreement with him or recommend that the selected firm work with him on the
possible shifting of the curb cut to the south.
DO commented on the feasibility of using multiple developers.
Hanus stated that it sounds like Peter is amenable to working with a principal
developer.
Mr. Johnson commented that his proposal is consistent with the commercial uses
that exist on Commerce.
Hanus asked about Peter's opinion whether or not the added residential will
affect the business community. Peter commented on the image of Mound. There
are many things going on now including the availability of Lakeshore.
