1928-05-08MINUTES 'OF THE SPECIAL MEETING OF THE MOUND VILLAGE COUNCIL HELD
MAY 8th, 1~8.
Thi~ meeting was opened in the presence of Treasurer W. H. A.
Koehler, 'Councilman Glewwe and Tuff,' and Recorder Alwin, by Senior
Councilman Most. President Huff attended laterj
P~esent in the council rooms, also, at this time, were Mr. J. E.
Davi~, hotel operator and cafe and confectionary store owner of Mound,
and Mr. Frank Krenke, representing the Mound School Board.
First to be heard was a complaint from the lips of Mr. J. E. Davis
on the groun~ that Ordinance No. 18, as applying to the licensing of
Cafes,' conf,~t~onary stores, and pool-ha'lis, etc, in t~e village was
21ac~ng an~d~e and unnecessary hazard'upon his business investment.

~vts argued-that he was already operating under a State license
and that any ~further ordinance Inacted and enforced by the ~village did
little more than compel% him to cater to the humor of a governing body
of constantly changing membership in order to receive a license to con-
~uct his business. Answering Mr. Davis, Councilman Yost said that,
as he (Yost) understood the intent of Village Ordinance No. ~8, its
object was, primarily, to give the local governing body some control
over the closing-time of businesses such as Mr. Davis' and that, if
he wanted the ordinance revoked, the sole procedure lay in petition-
ing over the signatures of a majority of the property holders of the
village.
Next to receive a hearing was ~. Frank Krenke of the School Board.
. Kren~e wished to know what action had, or woul~ be taken by the
llage ~ouncil in the matter of the wacation of ~chool ~treet and the
extention of Ohurch Street on the basis of the proposition previously
presented by the School ~oard and as read into the minutes of the coun-
cil meeting of May ~st. Following a re-affirmation of this proposition
by Mr. Erenke, it was moved by Mr. Yost and seconded by Mr. Tuff,
the same carrying before the council, that the village accept the offer
precisely as made by the School Board. Apoending this motion, it was
proposed tha~ delegated members of the So~ol Board get in touch with
the Village ~ecorder to enact the necessary transfer of title-deeds
involved in thettransactlon.
Following the above, Mr. Yost made the motion, the same being
seconded by Alwin and carrying, that the Recorder be instructed to
order six carloads of rock for road surfacing as per sample offered
by the J. L. Shiely Co. of ~t. Paul.
A motion was further made by Mr. Yost and seconded by Alwin that
the recorder place an order with the Motor Haulage Go. of Ninneapolis
for a car of 6,O~O gals. of road oil having a 60% asphalt content.
The same was carried.
A motion was made by Alwin and seconded by Glewwe that the bid by
Mr. Tyler on the contruction of a sidewalk at Seton be accepted by
the council with the change of construction as proposed by ~r. Tuff;
namely, to eliminate the cement gutter and to sink a curb, of fou~-
inch thickness, twelve inches below the underside of the walk, instead.
This motion carried.
A motion was now made by Tuff and ~eonded by Alwin that $~e.
R. Gole 'be appointed ovsrseerrfor the village in supervising the
sidewalk construe%ion at Se%on. The mo%Ion was carried.
It was now moved by Alwln, with the support of Nr, Tuff, that
Councilmen Yost and Glewwe be appointed as a committee to confer
with Nr. Prank'~Pearson on the matter of water supply for the
tourists at the tourist park. Also to confer with Ghapman's on the
proposition of buying the ~1 building across the street from the
Gorner Garage for park purposes. Upon their findings the committee
was to report at once to President Huff, who was to confer with the
council at large, and without meeting, in order to gain immediate
action.
The above motion carrying, it was nelt moved by ~r. Tuff that
the Council beadJourned until the next regular meeting on June 5th,
~9~8. This motion was seconded and carried by unanimous ballot.
