MINUTES OF THE COUNCIL MEETING OF SEPTEMBER 16, 1975 at the MOUND
CITY OFFICES
Present were: Mayor Donald Ulrick, Councilmen Orval Fenstad, Frank Philbrook,
Tim Lovaasen and Gordon Swenson; City Manager Leonard Kopp 'and Engineers
Skip McCombs and Greg Frank of McCombs and I{nutson.
ARBOR LANE HEARING -CONTINUTED
Skip McCombs outlined the proposed assessment and corrected the lot size of Mr.
Stasik to 40 feet. He also told the council that N. W. Bituminous is out on strike.
Swenson moved and Fenstad seconded a motion
RESOLUTION 75-357
RESOLUTION APPROVING THE SPECIAL
ASSESSMENT (Arbor Lane - 8% for 15 years)
The vote was unanimously in favor

Mr and Mrs John Schulz were present and stated that they intended to fight the assessment.
Philbrook moved and Swenson seconded a motion

RESOLUTION AUTHORIZING AND DIRECTING
A HEARING ON THE VACATION OF UNUSED
STREET (Lot 5 Block 2 Replat of Harrison Shores)
Mr Frey wanted to know why they cleaned up Kells Lane instead of Stratford or Excelsior.
It seemed he had a fence on the public property and his wife had to move it because he
was not home, he felt the council should have ~,iven him notice so he would have had more
time to move his private property off of public land. He also wanted to know how to get
Kells Lane dredged by the County. He was referred to LMCD.
ZONING ORDINANCE
Planning Commission members: Cklair Hasse, Gerald Smith, Frank Wetland, Lou
Oberdeck, Helen Newell, Lorraine Jackson and Bud Stannard met with the council
and ironed out the differences that Councilman Lovaasen had complained about
(percentages on set backs when he wanted a set amount in feet - 10 feet on 10,000
square foot zoning and 6 feet on 6,000 square foot zoning and have all stoops and over-
hangs included in the set-back area) The Planning Commission requested that the
council enforce the zoning ordinance.

Note: Councilman Fenstad stated that he will not be able to attend a meeting on October
30, 1975.

Swenson moved and Lovaasen seconded a motion to adjourn until the meeting of September
2.3, 1975 at 7:30 P.M. The vote was unanimously in favor so carried and adjourned.
