1975-10-07110 MINUTES OF THE COUNCIL MEETING OF OCTOBER 7, MOUND CITY OFFICES 1975 at 7:30 P.M. at the Present were: Mayor Donald Ulrick, Councilmen Gordon Swenson, Tim Lovaasen and Frank Philbrook; City Manager Leonard L. Kopp, T. G. Evenson representative, Don Perlich and McCernbs-Knutson representative, Lyle Swanson. Councilman Orval Fenstad was absent for cause. COMMENDING CITY MANAGER Ulrick moved and Philbrook seconded a motion RESOLUTION 75-386 The vote was unanimously in favor RESOLUTION COMMENDING LEONARD L. KOPP, MOUND CITY MANAGER -for Fire Service Formula. MINUTES The minutes of the September 23, 1975 meeting were presented for consideration. Philbrook moved and govaasen seconded a motion to accept the minutes of September 23, 1975 as presented. The vote was unanimously in favor. So carried and accepted. HEARING ON WATERMAIN ON 44 gyle Swanson outlined the proposed project and stated that Hennepin County would not allow the installation of a watermain on the highway as there is a gas main, a force main and an interceptor sewer line there now. Speaking were Mrs. Wm. Lovkvist, June McCarthy and Mr and Mrs John Schultz. Schultz said he is not against the watermain only the assessment which he intends to fight. Mrs. Lovkvist wanted to know if the hydrant would be a permanent install- ation; the answer was - yes. She also wanted to know if this hydrant was for Lot C only or for Lots A, B, and C. The answer was it was not limited to any one or any three lots in Mound but was for the use of any one that needed it. Mrs. McCarthy said she had talked to a Hennepin County official who had told her that no decision had as yet been made on whether to allow this proposed water main on the highway or not. Swenson moved and Philbrook seconded a motion RESOLUTION 75-387 RESOLUTION TO CONTINUE THE HEARING ON THE PROPOSED WATERMAIN ON HWY. 44- October 14, 1975 The vote was unanimously in favor. SALE OF BONDS Don Perlich of T. G. Evensen & Associates, Inc. read the bids as the City Manager opened them. Philbrook moved and Lovaasen seconded a motion RESOLUTION 75-388 RESOLUTION AWARDING THE SALE OF $265,000.00 GENERAL OBLIGATION IMPROVEMENT BONDS OF 1975, FIXING THEIR FORM AND SPECIFICATIONS, DIRECTING THEIR EXECUTION AND DELIVERY, AND PROVIDING FOR THEIR PAYMENT The roll call vote was unanimously in favor 1975 POLICE LABOR CONTRACT was discussed with Cy Symthe and the council; the council informally directed him to negotiate a multiple year contract, if possible. 111 Discussed: Rezoning of land in Minnetrista on RLS #145 - next to Lot C Sewer line on Bartlett Blvd. by the Cemetery Driveway on the Commons - send to park Commission Fire pensions Drainage into the Bluffs Meeting of Police and Fire Committees with department heads and members of the Police and Fire departments - October Zlst. Lovaasen's formula for assessing - cost per front foot, plus cost per square foot plus cost per unit and divide by three. Send to Planning Commission. Zoning ordinance : Side door open on meeting nights COMMENTS AND SUGGESTIONS BY CITIZENS PRESENT Mrs Gellman - Do you keep tapes of meetings and if so how long ? Answer yes, one year unless it is a hearing and if a hearing indefinitely. Bradford Roy - Why doesn't the council get the request of the Police department ? They made request in June 1974 and not received by council until December 1974. YOUTH COMMISSION RESIGNATION Mike Zacher's letter of resignation was received by the mayor and city council. Philbrook moved and Swenson seconded a motion to accept the resignation of Rev. Michael Zacher from the Mound Youth Commission. The vote was unanimously in favor, so carried. Philbrook moved and Swenson seconded a motion to send a letter of appreciation to Michael Zacher for his services and interest in the Youth Commission. The vote was unamiously in favor so carried. Swenson moved and Philbrook seconded a motion to adjourn until the council meeting of October 14, 1975 at 7:30 P.M. The vote was unanimously in favor, so carried and adjourned.
