MINUTES OF THE COUNCIL MEETING OF NOVEMBER 25, 1975 at 7:30 P.M.
at the MOUND CITY OFFICES
Present were: Mayor Donald Ulrick, Councilmen Gordon Swenson, Orval Fenstad,
Frank Philbrook and Tim Lovaasen; City Manager Leonard Kopp and Attorney Curtis

MINUT ES
The minutes of the Council meeting of November 12, 1975 were presented for
consideration. Swenson moved and Philbrook seconded a motion to accept the
minutes of the November 12, 1975 meeting as presented. The vote was unanimously
in favor, so carried and accepted.
SPECIAL USE PERMIT
R. J. Martin Boat Storage
Mr and Mrs Martin were present. No one appeared in opposition to the permit; but
Brian Zubert wrote a letter objecting, the letter was duly noted. Phil I-Iasch spoke
in favor of the operation, stating that it was efficiently operated and without trouble
to the neighbors and he was in favor of the Special Use Permit being granted.
The Police Chief asked for the installation of flood lites and this has been done.
Fire Chief ask for a path between the boats and the buildings and this has been
allowed.

PLANNING COMMISSION RECOMMENDATIONS

Subdivision of Lot 8, Halstead Heights and Lot 2 Block 1, Halstead View
Mr Drews Was present. The problem is access to all the lots that would result
from the requested subdivision.
Fenstad moved and Ulrick seconded a motion
BE IT MOVED by the City Council that the ;matter of subdivison of Lot 8,
Heights and Lot 2, Block 1, Halstead View be tabled.
The roll call vote was Lovaasen nay, all others aye.

PARK COMMISSION
Three Points citizens appeared after receiving notice from the Dock Inspector about
possible changeS in their docks. The council agreed to hear them but stated that
no action would be taken as they were not able to investigate these items and wanted
to study the problems.
Speaking were: Willard Hillier, Jim Bedell, Herb Bischke,Barbara-Struth, Mr.
Swenson, who has purchased the Alaverz property, George Gerberding,
Gary Glasgow, Dock Inspector and Alan Greene, Park Commission,
Chairman.
Swenson moved and Lovaasen seconded a motion

IT MOVED, by the City Council that January 6, 1976 be established as a legal
meeting and the Park Commission recommended changes will be acted
upon after the citizens are heard.

for a Taxi License be approved.
The vote was Ulrick Nay, all others Aye, so approved
ENGINEERS REPORT
Lyle Swanson reported on the problems with Buffalo Bituminous, Darrell Hicks did
not appear for Buffalo Bituminous. The attorney was instructed to get together
with the engineer and work out a solution on the contract violation.
COMMENTS AND SUGGESTIONS BY CITIZENS PRESENT
Steve Hurst complained about houses in the Three Points area in hazardous
condition that were an attractive nuisance ( across from HowDees Store, on Avocet
and Three Points Blvd and on Jennings and Eagle. The Bldg Inspector was
instucted to check these b'uildings.
DANCE PERMIT
Donald LeSage of the Briarwood appeared to ask for a Dinner Dance Permit from
November 28 thru December 31st, 1975. Surfside requested a Dinner Dance Permit
for December 1975.
Swenson moved and Lovaasen seconded a motion

IT MOVED, by the City Council that Briarwood be granted a Dinner Dance
permit from November 2.8 to December 31, 1975 for the fee of $1Z5.00
and that Surfside be granted a Dinner Dance permit for the month of
December 1975 for the fee of $100.00.
The vote was unanimously in favor.
LIMITED PARKING
Swenson moved and Lovaasen seconded an ordinance
ORDINANCE 342 - AN ORDINANCE LIMITING PARKING ON EAGLE
LANE, FINCH LANE, RIDGEWOOD ROAD, DONALD DRIVE AND
WOODLAND ROAD - effective May 1, 1976
The vote was unanimously in favor, so ordained
