MINUTES OF THE COUNCIL MEETING OF MARCH 26~ 197h at 8 P'M. st the MOUND CITY

PRESENT WERE: Mayor Donald Ulrick, Councilmen Orval Fenstad, Cklair Hasse, Frank
Philbrook and Gordon Swcnson; Attorney Curtis Pearson, City Manager Leonard L.
Kopp and Engineer Lyle Swanson of McGombs- Knutson Associates Inc.
MINUTES
The minutes of the March 12, 197h meeting were presented for consideration. Hasse
moved and Philbrook seconded a motion to accept the minutes of the March 12, 197h
meeting as presented. The vote was unanimously in favor.
HF_J1RIN@ BEACHWOOI] ROA~
Lyle Swanson presented the outline of the Beachwood Road project, and answered
questions from the council and the citizens present.
Questions by:
Lee Jackson, 6127 Beachwood Road - Will the project change the road grades?
Answer by Engineer, not enough to distrub existing driveways.
Mrs Tom Lindner, 2700 Westedge Blvd. - Would like to see grades changed
as water funnels onto their property.
Rolland Flugtnn, 6101Beachwood Road - Would like to see entire road done,
would like council to table this hearing and make a further study
to enlarge the project. He stated that he would be willing to carry
a petition to the new area affected.
Leo Pillatzki, 2676 Westedge Blvd. - Would like to have Westedge Blvd.
fixed too, and install a catch basin on the corner of Beachwood and
Wcstedge; delay entire project until area is £u3ly ~eveloped.
GuyJenks, 6120 Beachwood Road, - Would interest charged raise cost of
project?
Answer~by City Manager, Only to those who do not prepay the assessment.
Mrs Leo Pillatzki, 2676 Westedge Blvd. - If the road is fixed now won't
further construction spoil the road?~
Answer,'by Engineer - Contractors diggin~ .into road are bonded to replace
the road in the same condition, and storm sewer will not be affected
by further construction.
Rolland Flugum, 6101Beschwood Road - Would an enlarged project save on
costs?
Answer by en§ineer - Yes
Mrs Tom Linder~ 2700 Wested§e Blvd. - lghy not do the whole circle and be
done with tearin§ up the area?
Guy Jenks, 6120 Beachwood Road - Would base on road now be suf£icient?
Answer by En§ineer - Road needs about 8 inches of base.

RESOLUTION 7h-73 RESOLUTION GONTINUING HEARING ON IMPROVEFIENTS (Project
73-~3 Beachwood~Road) (Oontinuted to April 9, 197~)
Roll call vote was unanimously in favor.
ARBOR LANE HEARING
Lyle Swanson outlined the project; statin§ that a 30x~O foot turn around
was planned and 3 feet o£ sand was to be installed with an estimated cost
of $2,100.00. Three houses not on the lan~ but who usc it for access
will be assessed as if they had a forty foot frontage about an estimated'
average o£ ~12.00 per lot.
Questions by:
Clyde Wallin, 2003 Arbor Lane - When sewer was installed they du~ up
Arbor Lane over 7 feet deep and it didn't help a bit. How much would
one inch more of blacktop cost?
Answer by engineer - About $~00.00.
Maude Seifert - 2013 Arbor Lane - Fishermen now use the turn around for
parking, much of it all day parkin§.
Harry Stasik, 2028 Arbor Lane - Would like the engineer to meet with
the nei§hbors on the site.
Ronald Mann, Mann Realty, Mpls. - Would like to improve all of Arbor
Lane.
Ted Jameson, 2021 Arbor Lane - What is the life of the road? I£ the
City a§rees to maintain it he will support petition.

COMMENDING JOE PARTINGTON
Ulrick moved and Fenstad seconded a motion
RESOLUTION 72-72 RESOLUTION COMMENDING JCSEPH F. PARTINGTON FOR WORK
ON THE PLANNING COMMISSION
The vote was.~unanimously in favor.
The mayor and council congratulated Mr. Partington and presented him with a
copy of the resolution signed by all of the council.
WEST HENNEPIN HUMAN SERVICE BOARD
Helene Borg introduced Florence the director of the West Hennepin Human Service
Board. Ms~_~ray outlined their goals and needs. She distributed some borchures
and asked to have space to leave some at the City office. Discussed were the
Teen Clinic and a traveling Road Show as well as the facilities available to
young people.
HOUSE MOVING ORBINANCE
Fenstad moved and Swenson seconded a motion to ordain Ordinance 315 entitled
AN OREIlNANCE AMENDING SECTION 26.16h OF THE CITY CODE REQUIRING
INCRFJtSED INSURANCE LIMITS FOR HOUSEMOVERS
The roll call vote was unanimously in favor. The ordinance is on file in the
office of the City Clerk.
BINGO AT AM£ER_T_CAN LEGION
A request was received from the American Legion Post ~398 to hold a Bingo game
on April 26, 1972. No action was taken.
TAX FORFEIT LAND
