1974-04-23MINUTES OF THE CITY COUNCIL MEETING OF APRIL 23, 1974 at 8 P.M. AT THE CITY OFFICES - 5341 Maywood Road 37 Present were: Mayor ~onald Ulrick~ Councilmen Gordon Swenson, Frank Philbrook, Orval Fenstad and ~klair Hasse; City Manager Leonard Kopp and Attorney David Kennedy. PARK COMMISSION POSTER CONTEST The Mayor awarded the prizes to the winners of the Poster Contest. Roman Buxbaum received the first prize of $10.00 and $5.00 was awarded to each of the following:Cindy Brae§elman, John~ Elsner, Tim Hougland and Peter Jeppesen along with the personal congratulations of the mayor and the accolade of the council and thc citizens present. The posters were displayed in the council chambers. MAYOR PROCLAIM~ MAY PARK ~ RECREATION MONTH The Mayor made the following proclamation and presented it to the chairman of the Mound Advisiory Park Commission with his congratulations, and thanks to the Park Commission for great efforts to improve the parks in the City o£ Mound. Chairman Alan Greene accepted in behal£ of his commissioners and himself. PROCLAMATION PROCLAIMING TEE MONTH OF MAY PARK AND RECREATION MONTH WHEREAS, the Parks and Recreational Activities play a part in the development of children and population generally, and WHEREAS, our City has been blessed with large lakes and beautiful woods, and WU~EREAS, the Park Commission has worked diligently to upgrade existing playgrounds and develop new parks and playg~rounds, and W]tERF~S, it is the intent of the l~rk Commission to meet in the various neighborhoods during May, NOW, THEREFORE, I, Donald Ulrick, Mayor of the City of Mound, in the State of Minnesota, do hereby proclaim the month of May as Park and Recreation Month. The City Manager recammended the bids of Thttrk Bros. Chev. for 16,190.00 and take the offer of the trade-in for the 1966 Dump Truck of $2~200.00 Swenson moved and Hasse seconded a motion RESOLUTION 7h-lO0 RESOLUTION ACCEPTINO BIDS FOR SNOWPLOW AND TRUCK AND AWARDING BIJ] TO THURK BRCS CHEV. FOR $16,190.OO LESS $2,200.00 FOR TRADE IN OF1966 DUMP TRUCK The vote was unanimously in favor THREE POINTS CORNER Mrs Alfred N. Tart was spokeman for a group of citizens living at the SeaHorse Condominium~ who objected to the junky condition of the Braun property on the corner of Three Points Blvd and Commerce Blvd. They also said they had observed cars speeding on Three Points Boulevard and asked that both conditions be corrected. The City Manager said they had already given Mr Braun s warning notice about his property but the speeding was hard to clock because of :the curve and the hilly nature of the road~, howevcrthe police would be alerted to the problem. The Mayor thanks Mrs. Tart for her interest and the interest of her group in improvin9 conditions in Mound. She replied that it was her town too and she was plannin~ on spending the rest of her life here beside beautiful Lake Minnetonka. ~'~3SEUMBULLDING The Park Commission recommendations were discussed. ~ Councilman Swenson stated that the park beside the Museum was not beinG used by Mound citizens. Councilman Philbrook asked for Park Commission Chairman, Alan Greene to give his opinion. Alan Greene stated that whatever they did they should do it now as the building needed immediate attention. C~uncilmaa Fhilbrook stated that the buildin9 could be restored~ we will need it and it would be a shame to destroy it and he stated the cost of restoration seemed too high. Funds could be solicited fram the public and service clubs to help pay the cost. Haas% allow the building to stay and repair the windows and install heavy screens to prevent further window breakage. Swenso~ the Senior Citizens did not want the building° Ulric~ protect the building by boardin9, up the windows and paintin9 the boards to match the buildin9. Ulrick moved and Fenstad seconded a motion ~ BE IT MOVED~ by the City Council that the Museum Buildin§ be protecte~ until further use of it can be detemined. ISLAND PARK HALL The staff was directed to have the plumbing facilities.: repaired or .replaced and have the furnace checked for adequacy. The vote was unanimously in favor. COUNTY ROAD 15 IMPROVEMENT REQUEST City Manager outlined the proposal. The Mayor opened the meeting to questions. Ralph McMillan - What is the need? Answer - T- Intersection at Commerce and Shoreline is slow and hazardous. Ed Johnson - Stated County study had not been completed,-why now? Answer - They are making up their budget and we have committment to the State to upgrade the Commerce and Lynwood Boulevards intersection. Alan Greene - He supports the concept of an MSA Improvement. Will it be an over- pass or an under-pass? He feels the lumber yard drainage is an eye-sore. Answer - The crossing will be on grade with a gradual building up of the approach. All drainage will probably be under ground. Kurt Carlson - Will this be a h lane highway? Who initiated this project? Answer - This will not be a h lane highway but a [j~ root street. This plan is part of the Central Business ~istrict Plan. Ron Adams - Looks like the making of a hazardous corner, has the concept of one way streets been considered? Answer - Yes, with using Auditors Road going west,.access to Commerce would again present another problem. James guhlke - As this is a long ran9e plan there seems to be no immediate need for it now. Ed Johnson - Is this the plan and recommendation of Hennepin County? Answer - This is a very preliminary plan 4o Orval Fenstad - Planning should include connection to Hi§hway 12 via 110. Frank Philbrook - Oouldn't the city put the priority on 110 rather than 157 Answer - Safe routes first, convenience has second priority. Fenstad moved and Swenson seconded a motion RESOLUTION 74-104 RESOLUTION REQUESTING HENNEPIN COUNTY TO CONSTRUCT BY-PASS. Alan Greene stated that he recommended approval by the council, the stairway would be of wood construction, hand rail on either side, a permanent structure with-,a snowmobile track along side of it, all construction subjegt to regular inspection procedures. Inspectmp - Would the ramp be blacktopped? Chuck - No Fenstad moved and Swenson seconded a motion RESOLUTION 74-105 RESOLUTION GRANTING SPECIAL PERMIT TO BUILD A STA/HT~AY ON COMMONS FOR ACCESS TO THE CLUSTER DOCKS ON DEVON COMMONS The vote was unanimously in favor. Note: John ~alkup asked if the city's liability insurance would cover the stairway. Answer: Public property would be covered by city's liability insurance. BILLS A list of bills totaling ! $24.00 was presented for consideration. Swcnson moved and Hesse seconded a motion to pay the list of bills presented where funds are available. The vote was unanimously in favor. The list is on file in the office of the City Clerk. (Bills April 23,1974) APPOINTMENT TO HUMAN RIGHTS COMMISSION Ulrick moved and Fenstad seconded a motion RESOLUTION 74-106 RESOLUTION APPROVING THE APPOINTMENT OF DOROTHY SCHOLTZ TO THE HUMANRIGHTS COMMISSION (Term expires 12-31-197 ) The vote was unanimously in favor. FIRE PREVENTION Gene Gervais, Fire Chief and Mike David, Fire Marshattof the Mound Volunteer Fire Department were present to inform the council of progress and problems of the Fire Departmemt. They have set up a model of apartment buildings showin9 floor plans, gas shut-offs, gte. Stickers are supplied to homes through the schools to mark the bednoem windows of children and invalids. S~ickers will be available at the reception desk at the City offices. Swenson stated that the fire department should be commended for their work and should receive the full cooperation of the Inspection Department !.in securin§ plans for as many of the multiple dwelling units as possible and all of the new ones. Hasse recommended that the Inspection Department supply plans of all new buildings~ Fire Department said all they really needed was the floor plans show,n§, gas and water shutoffs {and any other utility deemed pertinent).
