MINUTES - COMMITTEE OF THE WHOLE - MAY 21, 1991
The meeting was called to order at 7 PM. Members present: Mayor
Johnson, Councilmembers Ahrens, Smith, Jessen and Jensen.
Absent: none. Also present: City Manager Edward Shukle.
The Annual Elected Official's Salary Survey published by the
Association of Metropolitan Municipalities (AMM) was briefly
discussed. The Council, in the past, has stated that they were
concerned about the low salaries being paid the mayor and council
and wanted to investigate the possibility of increasing the mayor
and council salaries. They asked the city manager to do further
research on this issue.
An annual spring clean up was discussed. The Council consensus
was to have a fall leaf pick up. The city manager is to contact
local garbage haulers to see if there is any interest in doing
this city wide. They also discussed a brush drop off and asked
the city manager to research this.
A possible Council photograph was discussed. The Council agreed
to have one taken prior to the August 13, 1991 council meeting at
7 PM at city hall.
Artwork for the city council chambers was briefly discussed.
City Manager Ed Shukle presented some conceptual designs that he
had received from artists via a consultant for the north wall of
the council chambers. The Council asked that this be placed back
on the June 18th Committee of the Whole meeting.
The LMCD Shoreland Management/Long Term Management Plan was
briefly discussed. It was indicated that another meeting will be
held with area cities on May 29th, at Wayzata City Hall.
It was noted that the Southwest Metro Drug Task Force meeting
will be held on Wednesday, May 22nd, at 7 PM at the Chaska
Community Center.
Ed Shukle, City Manager, updated the Council on the city hail
project. He indicated that everything but the parking lot, both
exterior and interior is to be completed by Friday, May 24th.
The Council also asked about the status of Fund #30 and future
projections on capital improvement debt service. The City
Manager stated that he receives a monthly statement from the
finance director on the status of Fund #30. He also indicated
that the finance director is working on future projections for
capital improvement debt service funds.
Local Government Aid (LGA) was briefly discussed. The City
Manager indicated the information from the legislative session
that adjourned late Monday night, May 20th, is still sketchy. He

also indicated that the legislature enacted a sales tax of a half
percent of which a portion will be dedicated to property tax
relief. He indicated that he would provide further information
as it becomes available.
The painting of the Island Park Garage was discussed. City
Manager Ed Shukle presented quotations from painters to do the
garage. Discussion was held on whether just over $5000 should be
spent on painting the garage. After some discussion, the
consensus was to direct the city manager to have the garage
either water blasted or sand blasted.
Upon motion by Smith, seconded by Jensen and carried unanimously,
the meeting was adjourned at 8:42 PM.
