1991-06-18109 109 June 18, 1991 MINUTES - COI~ITTEE OF THE WHOLE - JUNE ~8, 199~ Members present: Mayor Johnson, Liz Jensen, Phyllis Jessen and Andrea Ahrens. Absent and excused: Ken Smith. Also present: City Manager Ed Shukle, Senator Gen Olson, Representative Steve Smith, Building Official Jon Sutherland, Finance Director John Norman. Senator Gen Olson and Representative Steve Smith were present to address the City Council on the results of the 1991 session of the Minnesota Legislature. Following their presentation, they were thanked by the Council for attending. A discussion was then held on staffing requirements and other issues with regard to the rental housing ordinance that is currently being proposed by the Planning Commission, as well as a truth in housing ordinance which is also being proposed and being reviewed by the Planning Commission. Direction was to have staff prepare a plan on what is really going to be needed in terms of staffing to handle both of these ordinances should they be adopted. John Norman, Finance Director, presented some information with regard to the status of Fund #30, which is the Capital Improvement Debt Service fund. The Council suggested investing the balance of Fund #30 and using only the interest from the principle for future Capital Improvements. Also discussed were projections for other bond funds which will be available to the City in the next 5-7 years. The 1992 LMCD budget was discussed. City Manager Ed Shukle indicated that he had some questions with regard to the budget that he had gotten answered by Gene Strommen, the executive director of LMCD. After discussion, the Council indicated that they aceepted the proposed budget and asked the city manager to contact the LMCD and notify them of their position. Artwork for the north wall of the City council chambers was briefly discussed. Mayor Skip Johnson is following up on this. It was noted that the next Committee of the Whole meeting is scheduled for Tuesday, July 16, 1991, at 7 PM, at city hall. The agenda will be devoted strictly to discussing downtown Mound's theme with the Economic Development Commission, Planning Commission and Parks and Open Space Commission. It was noted by Councilmember Andrea Ahrens to look at the abutting dock holders section of the ordinance that deals with late fees and appearing at the Parks and Open Space Commission. 110 110 June 18, 1991 Committee of the Whole Minutes June 18, 1991 She felt uncomfortable with this and wanted the Council to address it at a future meeting. Phyllis Jessen reported on the League of Minnesota Cities annual conference which she and Fran Clark attended in Rochester the week of June 10, 1991.
