MINUTES - COMMITTEE OF THE WHOLE - JULY 16, 1991
Members present: Mayor Skip Johnson, Councilmembers Liz Jensen,
Phyllis Jessen and Ken Smith. Absent and excused: Andrea
Ahrens. Also present: Acting City Manager Fran Clark, Finance
Director John Norman, Ben Marks, Karen King, Marilyn Byrnes,
LynDelle Skoglund, Brian Asleson, Barry Wing, Duane Leisinger,
Michelle Edwards, Bill & Dorothy Netka, Julie Kluver, Frank
Weiland, Geoff Michael, Sharon McMenamy-Cook, Sue Cathers, Bruce
Chamberlain, Paul Meisel and Jerry Clapsaddle.
Bruce Chamberlain, EDC Project Director, presented the following
recommendation from the Economic Development Commission:
"The City of Mound adopt a development theme or a market
position for the next decade as a recreational-cultural-
scenic destination for the western suburban area. We would
like the City Council and the Planning Commission to discuss
and study our recommendation and either adopt this theme
(market position) or suggest an alternative.
We believe that the adoption of this theme trades on:
trends which indicate a gradual urbanization of Mound,
which will lead to a change in the demographics of its
residents.
the absence of a strong cultural-recreational
destination west of the Twin Cities.
the strengths of Mound which are its rural beauty and
its lakes."
Some suggestions from the various commissioners present were:
seek new businesses that meet the market position
look into trail systems (bike, hiking, snowmobile) that
could link up with other regional trails
continuity in hours for businesses
concepts and ideas that tie things together in the downtown
area
new construction and redevelopment of buildings take on the
new design theme, whatever that will be
expansion of current businesses
attracting businesses that are compatible together
Lost Lake - sports areas (walking paths, etc.)

The consensus of the Commissioners present was in agreement with
the proposed recommendation by the EDC.
The recommendation from the EDC will be presented to the City
Council at the July 23, 1991, meeting.
The meeting adjourned at 8:30 P.M.
