1991-08-20MINUTES - COMMITTEE OF THE NHOLE - AUGUST 20, 1991 The meeting was called to order at 7 PM. Members present: Mayor Skip Johnson, Councilmembers Ken Smith, Andrea Ahrens, Liz Jensen and Phyllis Jessen. Absent: none. Also present: City Manager Ed Shukle. Artwork for the City council chambers was discussed. Skip had indicated earlier that he was going to develop a piece of artwork for the north wall by using the City's logo in metal. He said he would have it installed by November 1, 1991. City Manager Ed Shukle updated the Council on the Dakota Rail situation. The Shoreland Management Ordinance Technical Review Committee status was discussed. It was suggested that Mark Koegler, City Planner; Mayor Skip Johnson; Bill Meyer, Planning Commission Chair and Ed Shukle, City Manager meet regarding the status of this project and to coordinate efforts with the Planning Commission. Also reviewed was some information received from the Lake Minnetonka Lakeshore Owners Association (LMLOA). Discussion about dogs and feces clean up was held. Councilmember Jensen volunteered to draft an ordinance based upon similar ones obtained from the League of Minnesota Cities Information Service. This draft will be presented at the August 27, 1991 regular council meeting. Also discussed were dog impounding fees. Council asked for specific information with regard to the number of dog incidents per year, the amount of money collected in dog impoundment fees and other related issues are also to be looked at. This information will be brought to the regular council meeting on September 10, 1991. Information from the city of Long Lake regarding the Highway 12 southern corridor was discussed. Finance department changes were reviewed. City Manager Ed Shukle indicated that upon the resignation of Judy Fisher, Senior Account Clerk, staff made the decision to not replace Ms. Fisher, but rather to reshuffle job duties. In conjunction with that, the City Manager is recommending that the Tuesday evening hours be discontinued due to budgetary constraints. After some discussion, the Council consensus was to accept the recommendation of the City Manager and close the office on Tuesday evenings effective immediately. Also discussed was licensing of in-home businesses, number of days regarding option agreements, construction observation with regard to Shingobee, court case in the city of Minneapolis regarding housing licensing, milfoil cutting in Phelps Bay.
