1991-11-19MINDTE$ - COMMITTEE OF THE WHOLE - #OYEMBER 19, 1991 The meeting was called to order at approximately 7:20 PM. Members present: Mayor Johnson and Councilmembers Jensen and Ahrens. Absent and excused: Smith and Jessen. Also present: City Manager Ed Shukle and Finance Director John Norman. The 1992 proposed budget was discussed. were analyzed: The following issues Park Dedication Fund - Using these funds for capital outlay in the Parks Department. It was the consensus to not use these funds and to have the Parks and Open Space Commission establish a policy statement on the use of Park Dedication Funds. It was also suggested that money allocated for trees under landscape materials in the parks budget be redistributed so that $3000 could be used to purchase some of the capital outlay that had been listed under the Parks Dedication Fund. Some trees would be moved under the parks budget through contractual services. The trees would be moved from areas along Three Points Blvd., to designated areas by the park director. Rip Rapping in the Docks Budget - The city manager was asked to check with the parks director on the rip rap along the commons in the Island View Drive area. Purchase of a 2 1/2 Ton Dump Truck, Wing Plow and Sander, Jack Hammers, Mower Trailer and Fire Truck Repair - It was the consensus that the Council did not like utilizing capital improvement funds to purchase these items. However, they would agree to their purchase out of the capital improvements fund with payments back over the next three years out of the liquor fund. Council consensus was to have the truck, mower and trailer handled this way. The staff was to check out where the dollars would come from to purchase the jack hammers. In addition, the payment out of the capital improvements fund would also be handled for the fire truck repair through the liquor fund, but this would be paid for within one year, rather than three years. Other items dealing with the budget were discussed. The city manager indicated that he would provide copies of the Minnesota Taxpayers Association booklet that he received through the League of Minnesota Cities so that the Council would have this for their review prior to December 2nd. He also said he would contact other cities regarding any problems that they might have experienced with their Truth and Taxa'tion hearings. The Council also asked for the December 2nd public hearing to be publicized through cable TV. Council also wanted to have an overhead transparency of a Truth and Taxation notice for purposes of the December 2nd hearing. Copies of the budget would also be 212 available for the public hearing. Goal setting/Team building follow up was also briefly discussed. It was continued until the January 21, 1992 C.O.W. meeting. It was suggested that the City's Mission Statement be placed on the tops of each agenda for advisory commissions as well as city council. The Christmas party was briefly discussed. The city manager stated that iL was set for Friday, December 6, 1991, beginning at 8 PM at the American Legion. Artwork for the council chambers was briefly discussed. indicated that he would be preparing a design. Skip Other items discussed were Mark Koegler, City Planner, is leaving VanDoren Hazard and Stallings and moving on to Fred Hoisington Group, a Twin Cities planning firm. The city manager stated that he anticipated no change in the city planner position and that it was his intention to retain Mark Koegler as city planner. Also briefly discussed was the contract amendment with VanDoren, Hazard and Stallings for the services of Bruce Chamberlain. The city manager indicated that he would be bringing a proposed amendment to the existing contract to the next regular council meeting. Also discussed was the Lost Lake/Anthony's project. progressed on this. Nothing has Discussion was held on the concern of the Planning Commission as it relates to undersized lots and lots of record. It was suggested that the Planning Commission and City Council meet jointly with the city attorney to discuss these issues. There being no other business, the meeting adjourned at 10:23 PM.
