1991-12-02 221 December 2, 1991 MINUTES - 1992 BUDGET HEARING - DECEMBER Z, 1991 The City Council of Mound, Hennepin County, Minnesota, met in special session to review the proposed 1992 Budget on Monday, December 2, 1991, at 7:00 PM, in the City Council Chambers at 5341 Maywood Road in the City of Mound, Minnesota. Those present were: Mayor Skip Johnson, Councilmembers Andrea Ahrens, Liz Jensen, Phyllis Jessen and Ken Smith. Also present: city Manager Edward J. Shukle, Jr., Finance Director John Norman, Fire Chief Don Bryce, Police Chief Len Harrell, Street Superintendent Geno Hoff, Water and Sewer Superintendent Greg Skinner, Park Director Jim Fackler, Liquor Store Manager Joel Krumm and Building Official Jon Sutherland. Also present were the following interested citizens: Melvin Benjaminson, Don McCarville, Dorothy & Bill Netka. The Mayor opened the Public Hearing and welcomed the people in attendance. The Pledge of Allegiance was recited. 1.0 PUBLIC HEARING: 1992 PROPOSED BUDGET The City Manager reviewed the purpose of the Truth in Taxation Law. The Budget Hearing for the County was held November 19, 1991, and the School District will be holding their hearing on December 9, 1991. He reviewed the Budget Message contained within the 1992 proposed budget and specifically highlighted the General Fund Summary and Tax Levy. An overhead showing the Tax Distribution for 1991 in Mound as follows: city - 17.4%; County 30.2%; School District 47.0%; and Miscellaneous Taxing Districts 5.4%. The Mayor opened the public hearing. Melvin Benjaminson, 5019 Enchanted Road, questioned his increase in taxes based on his market value increase. Bill Netka questioned the increase in his market value. Mr. Netka was told to contact the Hennepin County Assessor about his market value. The Mayor then asked to go through the budget by department and each department head reviewed their budget and answered questions, if any, from the Council and the citizens present. Following the department head reviews, the city Manager recommended the proposed budget be adopted, as presented. The Council asked that the Department Heads keep track this next year of all the items in the budget that have been mandated by the State or Federal government. 222 222 December 2, 1991 The Mayor closed the public hearing. Jensen moved and Jessen seconded the following resolution: RESOLUTION #91-174 RESOLUTION APPROVING THE 1992 GENERAL FUND BUDGET IN THE ~M,fOUNT OF $2,251,350; SETTING THE LEVY AT $1,695,293; AND APPROVING THE OVERALL BUDGET FOR 1992 1.1 TOM REESE, L.M.C.D. REPRESENTATIVE REGARDING THE FOLLOWING ISSUES AS THEY RELATE TO L.M.C.D.: BANNING OF TRAILER PARKING ON BARTLETT BLVD. NEAR THE 1.2 INTERSECTION OF COMMERCE & BARTLETT Mr. Reese expressed concern on behalf of the L.M.C.D. for restricting trailer parking from the corner of Commerce & Bartlett on Bartlett to the Lost Lake Bridge. These parking spots were considered in the 700 parking spots identified for access to Lake Minnetonka. The L.M.C.D. is currently working with the DNR to convince them that the L.M.C.D. should make the rules for the accesses in the Lake Management Plan and restricting parking in that area could cause a problem. The Police Chief explained that a resident in the area had asked for the restriction because trailers were infringing on the driving lane of Bartlett Blvd. He further explained that this was done from a safety standpoint. The Council discussed the restriction and decided to look at it in the Spring. They also would like to have staff'check with the County about parking on County Road 110 (the Depot side only) from the Depot driveway to the Chapman Place driveway. This will be discussed at the January Committee of the Whole Meeting. L.M.C.D.'S ORDINANCE ON LAKESHORE LIGHTING (SECURITY LIGHTS - COMMONS AREAS AND PRIVATE LAKESHORE PROPERTY Mr. Reese explained that the L.M.C.D. is currently considering a code revision which would control the spread of high powered halogen lights mounted on high poles around the lake. These lights shine out on the water making night navigation in summer and winter hazardous. Park Director Jim Fackler explained that the Park & Open Space Commission just reviewed their policy on lights on the Commons. He read their recommendations. Mr. Reese asked that the Council review the proposed code revision and the Park & Open Space Commission's recommendations and get back to him so he has some direction for the L.M.C.D. The Council agreed to review this at their December 10th Meeting. 223 December 2, 1991 1.3 ZEBRA MUSSEL Mr. ReWse reported that because the Zebra Mussel is a real threat to Lake Minnetonka, the LMCD has drafted a proactive concept plan which contains some very tough proposals which will be controversial and costly, but if we are serious about wanting to keep the mussel out, some form of these provisions will be necessary. The target date to have this in place is the start of the 1992 boating season. He reviewed the Draft Concept, dated 11/18/91 with the Council. MOTION made by Johnson, seconded by Jensen to commit to some kind of plan of action along the lines presented in the draft concept (dated 11/18/91) to keep the Zebra Mussel out of Lake Minnetonka.
