The meeting was called to order at 7:30 PM. Members presen%:
Mayor Johnson, Councilmembers Ahrens, Jensen, Jessen and Smith.
Also present: Val Hessburg and two other representatives of
Westonka Intervention, and Ed Shukle, City Manager.
Westonka Intervention addressed the City Council as it related to
the existing convent building located on the property of Our Lady
of the Lake Church. Our Lady of the Lake has offered the convent
building to Westonka Intervention for $1 to move it off of the
property onto another location where it could be used as a battered
women's shelter. The purpose of the Intervention representatives
being at the Council meeting was to request public land that may be
available to place the building on. The City Manager indicated
that there were approximately 255 parcels in the City of Mound that
are owned by the City. Most of them are tax forfeit parcels that
are unbuildable and undersized. For all intents and purposes,
there isn't any lot available that the city is aware of that it
presently owns that would fit this type of use. The City Manager
is to verify this and report back to the City Council at its next
meeting. Also discussed were code requirements, zoning, parking,
etc. The City Manager is to direct the Building Official to do a
cursory review of the convent building to determine the types of
code requirements that would have to be addressed as well as zoning
and parking issues.
Goal setting was briefly discussed. The City Council reviewed some
information prepared by Councilmember Liz Jensen and talked about
variances and how we limit them. The Planning Commission is to
brainstorm this issue and submit ideas to the City Manager who will
then arrange a meeting with the city attorney, planning staff and
representatives of the Planning Commission and City Council. Also
discussed was the hardcover issue, vic Cossette's Conditional Use
Permit, Public Works Outdoor Storage, public housing, etc.
A brief discussion was held on the possible appointment of an
advisory group to serve in the Lake Area Cooperation/Collaboration
Study. The City Manager pointed out that in the agreement signed
by the cities who are involved in the study, a reference was made
to an advisory group of elected officials, citizens and staff. The
city Council consensus was to proceed to solicit interested persons
in serving on the advisory group. Solicitation will take place
within the next couple of months.
The next meeting of the Committee of the Whole will be Tuesday,
October 19, 1993. There will not be a September Committee of the
Whole meeting. Upon motion by Smith, seconded by Jensen, and
carried unanimously, the meeting was adjourned at 9:30 PM.
