2002-02-13MOUND CITY COUNCIL .MINUTES FEBRUARY 13, 2002 The City Council of the City of Mound, Minnesota, met in special session on Wednesday, February 13, 2002, at 6:00 p.m. in the council chambers at 5341 Road in said City. Maywood Members Present: Mayor Pat Meisel, Councilmembers Bob Brown, Mark Hanus, David Osmek and Peter Meyer. Others Present: City Planner, Bruce Chamberlain; City Attorney John Dean; City Manager, Kandis Hanson; City Clerk, Bonnie Ritter, Community Development Director, Sarah Smith; City Engineer, John Cameron; Jim Prosser of Ehlers & Associates; Police Chief, Len Har. rell; John Beise, Tom Stokes, Frank Weiland 1. OPEN MEETING Mayor Meisel called the meeting to order at 6:05 p.m. 2. INTRODUCTIONS People in attendance introduced themselves to others atthe meeting. 3. REVIEW DEVELOPMENT OPTIONS Jim Prosser of Ehlers & Associates let the discussion on future downtown redevelopment efforts, The Council reaffirmed that the purpose of the redevelopment efforts was to address problems including the function and appearance of downtown and to provide a basis for reinvestment. The Council agreed that the City needs to play a role in soliciting redevelopment proposals. 4. DIRECTION TO PROJECT TEAM FOR REDEVELOPMENT STRAT.EGIES Bruce Chamberlain reviewed the history of the Mound Visions Plan. One major change in the present plan is the indication that the Council would permit smaller "sub-area" redevelopment proposals in the next round of proposals. The Project Team will be preparing Request for Proposal guidelines for the Council to review at their March meeting. After review it is expected that the Council will seek community and Planning Commission feedback prior to finalizing the Request for Proposal process and guidelines.
