In 1999, the last year Mound administered its CDBG funds, the City allocated $7,757 in CDBG funding to support the Center. Since the Cityj oined the CDBG Pool all of Mound's funds have been allocated to other projects. Not only has there been absolutely no increase to make up for those funds, but the amount provided to Senior Community Services to support the four senior centers in Delano, Southshore, Long Lake and Mound has'shrunk fi.om $36,000 in 1999 to $28,000 for 2002. We are requesting $7,500 from the City of Mound for budget year 2003 (approximately what we used to receive in CDBG funds). Most Center participants are over 75 and for many the Center serves as the principal point of access to needed services and information. Activities include health screenings, physical exercise classes, counseling groups, daily noon meals, tax and energy assistance, recreational groups, a wide range of cultural and educational activities and transportation. The vans allow those people who no longer drive to continue to grocery shop on their own and to do personal errands without having to depend on others. We are hopeful that the City will agree the Gillespie Center Program continues to be a valuable asset to the citizens of the community and deserving of your support. B~nja)fiin F. The information listed below is based on the current schedule used by the department. This schedule varies between a 6 on 3 off 8.5 hour day for patrol and a 4 on 3 off 10 hour day for sergeants. PATROL Sunday through Saturday day shift 6am to 2:30pm mid shift 2pm to lO:30pm dog shift lOpm to 6:30am power shift 6pm to 2:30am one patrol officer one patrol officer one patrol officer one patrol officer * depending on rotation there could be 2 mid shift cars 3 days of a 6 on 3 off schedule **indicates coverage on only SUPERVISORS Monday through Friday Sunday through Wednesday Wednesday through Saturday day hours day power 12pm to 10pm night power 6pm to 3am chief one sergeant one sergeant At this time sergeants adjust their schedules to cover open patrol shifts in an effort to keep the cost of overtime down as much as possible. These shifts may be open due to training/vacations/sickness etc. There is a supervisor on call at all times, 24/7. There is some overlap Monday through Wednesday with the chief and the staff sergeant. This overlap, approximately 4 hours a day, is necessary for meetings on department issues such as training, evaluations, scheduling, employee development, field training issues, reports, policy issues, emergency management issues, etc. In order for there to be complete supervisory coverage, 24/7, we would need a minimum of 6.18 street sergeants. This minimum supervisory staffing is based on a formula provided by the Minnesota chief's of Police Association. Please see attachment entitled CALCULATING THE NUMBER OF SUPERVISORS TO STAFF A SHIFT. I did a comparison of departments similar in population and or department size. The remaining hours represent the net hours a supervisor is actually available for supervision. That figure can be used to calculate the number of supervisors required to staff a shift and the total number needed to adequately staff the department. UNAVAILABILITY FACTORS Days off (40 hour work week) Vacation (avg. 11.5 days/year) Holidays (11 day/year) Training Sick Time (PD budget estimate) TOTAL HOURS UNAVAILABLE FOR SUPERVISION HOURS/YEAR 832 (52 weeks x 2 days x 8 hours) 92 88 25 35 1,072 When the figure 1,072 is subtracted from 2,080, the result shows that each supervisor provides 1,008 hours on duty each year or approximately 126 8-hour shifts. To determine the number of supervisors necessary to staff one shift, the figure 2,080 is divided by 1,008. The resulting ratio to supervise one shift is 2.06. The number of shifts found to be required might then be multiplied by this figure. As an example, 2.06 supervisors are required to provide supervision for one 8 hour shift, 365 days a year. It is generally not recommended that the Chief of Police act as a street supervisor due to the other pressing administrative and management functions that must be performed. As the City Council is aware, at the last budget workshop held in September, members of the Public Works, Building and Planning and Administrative Departments wholly endorsed and expressed their support for the establishment of a City Engineer / Project Engineer position due to the increased demands in the community especially those associated with the downtown redevelopment activities as well as on-going infrastructure and construction projects (ie. Westedge street and watermain project, pendhxg water tower project, etc.) DUTIES AND RESPONSIBII JTIES Regular Schedule. City staff estimates that John Cameron spends approximately 15-20 hours each week in Mound including conducting necessary site visits, inspecting both public and private construction projects and meeting with City staff and/or residents. Mr. Cameron is also an integral member of the Project Team that meets each Wednesday and regularly attends City Council meetings. Duties. The following is a list of areas where the City Engineer typically provides professional services to the City of Mound: · Review of land use applications · Preparation of utility reconstruction plans (ie. retaining wall program / street reconstruction program, etc.) · Survey review · Preparation and review of legal descriptions · Building permit review Streets and utilities design and review · Preparation and review of easement documents · Review of grading and utility permit applications · Review and preparation of development agreements Surface water management permit application · Wetlands analysis and report preparation · Special studies (ie. surface water management plan, retaining wall replacement report, street reconstruction program, downtown parking plan, etc.) · Public agency permitting (ie. DNR / Dept. of Health, etc.) · Ordinance preparation and review (ie. water/sewer trunk connection fees, R/W ordinance, etc.) · Inspection services (ie. Westedge street project, MetroPlalns infrastructure project,, etc.) · Complaint investigation and follow-up. 2002 EXPENDITURES. A detailed listing of the expenditures for 2002 has been provided by the Finance Director as an attachment. Members of the City Council are advised that City policy requires that consultant services associated with development applications and/or special projects are paid for by the applicant. Therefore, some of the charges included on the list are recouped. RECENT HIRES. Several communities have recently established a City Engineer position and/or are currently in the process of soliciting applications. Approximately salary ranges tend to average between $65,000 to $85,000 depending on the job descriptions and minimum qualifications.
