The council next heard the application for a permit by ~. ~. Brezma~
to establish a bowling all~y with two allies and two pool tables.
The permit was granted.
Next to appear before the council was Justice R. ~. OJDonnell to
have read before the council and filed a sworn statement as to the
finanoes of his office and accruing to the village treasury. Mr.
O~9onnell could-report but one penal charge, and that of drunkenness,
under the village ordinance, and for this he remitted his personal
check to cover a fine of $~0~00. Justice O'Donnell further reported
that, of all the many'oases that appeared before his court for trial,
all, except one, were infractions of State or ~ounty ordinances
which the village had no equal or adequate coverage. ~ecause of this
'inadequacy of the village ordinances, most of the fines fixed by,his
court had to be remitted to the county treasury. Out of this cireu~-
stance Justice O'Donnell now argued for a revision and terming of
village laws to give them broader application and to meet the modern~
needs of traffic and conduct and, at the same time, to bring the fines
into the village treasury. Justice O'Donnell's arguments met with
unanimous agreement, and it was moved by Alwtn, seconded by Yost, that
Mr. O~D~nnell and'the Village Recorder get together for such renovation
of village ordinances as was found needed. Mr. O'Donnell's repertewas
accepted and ordered filed.
