Kern, a duly qualified citizen of the Village of Mound, to be preseflted by him for the notice of the State Fire Marshall. Acting Mayor ~rmk Yost now courtesied by yielding the chair to the newly elected Mayor, J. C. Erause. Mayor Xrause accepted the gavel and his place at the head of the Council Table, and in a short talk bound himself to a continuance of the good policies of the past year and to a more single-minded furtherance of a clean-cut, businesm administration. Out-going Trustee, C. L. Tuff, now oourtemied by yielding place to his successor, Frank L. Pearson, and, in a talk,handed down,~aa an""Inheritance", some of the sage advice the common-sense and spirit' Of which always charactierized the activities of Mr. Tuff ~s'tPust~,'-'Mr;'Tuff'stressedpr~ncipally the removal of fire l~a~ards throughout the village, such as the brush piles on the Crockerproperties and ramshackle structures as presented by the~Martin Hotel unit. Retiring Trustee Tuff also took occasion' to point out that one of the finest and most satisfactory things that-the council did during the past year was the appointment of Street ~ommissioner ~. C. Ztein. At no time has the village had so economical and efficignt a supsrvlsion and administration of .its streets and roads. The remarks'of Mr. Tuff with respect to the thoroughness and industry Of Commissioner Stein met with the~general approval and acclaim of the wh~le council. It wa~- felt to'be the common sentiment of the council that any man_who, by conscientious industry, proves himself as worthy as Mr. ~tein iS a valuable asset to the Village and which the Village c~n do no better to concerve than by a ~rope~ showing of appreciation in the form of more favorable terms ~an~ material rewards for the ensuing year. Trustee F. L. Pearson, answering Mr. Tuff with a verbal resolve to give himself conscientiously and wholeheartedly to the Joint labors of t~e council, accepted the proffered chair, and the business of the ~ouncll continued~ ~r.-Oscar D. Johnson no~ ~ppeared before the council and mad~ ~erbal apPlicationfor a linense to operate an establish- ment of two Bowling Alleys and two Pool.Tables at a place opposite fro~ the Great Northern Depot on the "short cut" to Seton. At the same'time Mr. Johnson also made application for a license to operate a Bolt ~rink and Lunch Counter conjointly with the abqves all for the period of one year. By unanimous vote of the council, the licenstn~ of such an establishment presented by Mr. Johnson was approved and granted, but ~r. Johnson was informed that, in order to ~e valid, his applications would have to be in writing over his signature and upon a form he would receiv~ from the Village Recorder. ~urthermore, that his applications would have to be · accompanied by the requisite fees of $15.00 and $~.00 respect- ively. The Village Recorder now continued with the reading of the following communications: A check from W. ~. ~acDonald, and in the sum of $44.00, to cover the itemized bill of the vtllage, f6r sixteen y~ards of "pea" rock and haulage services de!iver~d last June. A letter from Mar~in ~. Smeby asking.for an extension of the service time for street lights and answered by the Recorder in terms of the findings of the council in session on December 5th, ~928. Oopy of a letter written by the Village Recorder to the Local representatives of the Interstate Power ~o. asking for time and place for a meeting between Village and Company officials in 'order to come to an agreement with respect to more reason- able'rates on light and power for this community and as long , ~lted'for by 'the 'provisions and wording of the Power Company s franchise under Ordinance No. 8 of this Village. ..... Unanswered communications addressed by the recorder to the City~of'Wayzata and the Village of Excelsior asking for In- formation purporting to Justify the demands of the Village of Moundupon the ~nterstate Power 0ompany for a downward adjust- ment of the light and power 'rates.~ '- 'The above were the most significant'and important of the communications read. ..... Mayor~Erause now presented the matter of Bonding the Village IndeBtedness and Financing the Purchase of a New Fire Truck with "Ptunp'er" 'a~d accessories. The matter beln~ presented for open d~s~u~lon; 'Treasurer W. H. A. Xoehler le~d out arguments to show that'considerlng the purchase of new and improved fire equipment on the basis of reducing local insurance rates was positively foolish a~ well as useless, for no such reductions would be forth- ~oming. I~urther, that~if the purchase of more adequate equipment was to be considered at all, it was to be considered wholly from the standpoint of a local protective measure. Upon this general agreement, it was moved By Alwin and seconded by Pearson that the Second ~aturday in ~anuary of ~ be set as the date for a pub- lic meeting to be held at 8:00 P. M. in the High School .Auditorium for the ~drp0se',of bringing the matter of a ~ond Issue and the Purchase of a Fire Truck up for pUblic discussion. Included in this motion there was also the provision that at this Public Meeting a time was to be set for a '~pecial Election at which a decision with respect to the floating of Bonds'and the purchase of a Fire Truck 'and Accessories was to be at issue. This motion was carried. Hereupon. the Village Recorder was instructed to advertise the time and place for this public meeting in the next issue of the Minnetonka Pilot. ~ ?rank Groschen, representing the Mound Volunteer ~ire Depart- ment, now presented the personal difficulties that lay between the ?ire Department and the girls at the telephone switch=board who generously volunteered their services in blowing the Sireen in response to fire alarm calls, but which they now refused to continue to do because of the conduct of some of the firemen. The. Council voiced itself as one man in the statement of Trustee ~rank Yost, namely, that at the time of the.installation of the sireen it was agreed that the firemen were to see to its main-~ tanance,~ care, and operation, and that this, of necessity, in- cluded the friendly courtesy and respect of the firement toward those who volunteered to give the atamms, l~urther, that if the telephone operators deserved an apology for something out of order and of which firemen were the principals, then it was up to the Fire.gepartment to make such an apolegy for the restora- tion of gooA feeling.
