With the council room crovded with petitioners and complainants
in the quest for rebates and tax rWdugtlons and with business and
other representatives, ~ayor Krayse opened the meeting in the presence
of the full council.
Tax complainants first belng'gi+en the floor, mayor Krause dis-
missed the cases with instructions that petitioners should first
possess themselves, by application to the ¢.gunty Auditor, of the
regular form of an affidavit, same to be filled out in terms of what
the petitioner considered t6 be a correct and fair assessable valua-
tion of his property and sworn to before a notary. Mayor krause stated
further that these attested affidivits for rebates would be constderSd
especially if presented at a Special Neetlng dated April 9, 1~9..
Mr. C. L~ Tuff now petitioned for an alley approach to the rear
of his property at Snlrley Hills, Seton. This matter,'w~thout motion,
was turned over for the disposition of the Road Committee.
Mr. S. w. Koeh!er now asked that the Oouncil pass an~ ordinance
making it compulsory for property and home owners to place the number
of the lot upon which their home or'dwelling stands upon the building
as a house number. ~ayor Krause suggested that the matter be looked
into more thoroughly before any action be taken.
A motion was now made by Yost and seconded by Pearson that the
Assessor's bond be negotiated and the premium payed in the same manner
as last year, namely, at Village expense. Whis motion carried.
Audiance was now given to Mr. J. B. Bury, representing The
Barrett Company, manufacturers of "Tarvta" for street and highway
surfacing. Nr. Bury presented that a ta~-g~avel granular road built
up with ~arVia - the same requiringretreatment only every third
year - could be laid at'6~ per square, yard, or 4~ per cross-street
foot, the village to contract for, or to supply, the gravel, but the
laying to be under thelsup~rin~en~ency of their own ~ngineer. Mr.
Bury invited members of the council to inspect stretches of Tarvla
road on State Highway No. 1~, Dea~ ~tnneapo.lis and Hopkins. Through
the.. spokes~ansnip of Mr. Erause, t~e counci~ prbmised' to examine
and to consider ~arvia with other sZree~-o$1ing proposal~ later on.

Mr. O'Brlan argued that since ,the~ pump~ ,h~d been rebuilt and
remodeled according to village specifications, a moral obligation
rested upon the.village to comply with its end of the agreement, now
that the J. ~. Johnson Go. had more than lived up to theirs.
The argument of a majority of the council and Fire' Dept. repre-
sentation, howeMer., was that favorable consideration could be given
only upon the pumper having passed an official undere~$:rgs test,
which it had not. A motion made by Alwin to the effect that the
counc~! cons~.der the purchase of the pumper in questS, on upon a
proper recommendation by the Fire Department fall~.ng of support,
Trustee Yost substituted that the council consider the purchase
of the American LaFrance truck, or ~'~' other equipment, on recom-
mendation of the Bepar~n+,Tnis motion was seconded by Pearson
and carrled.
A mot~1, c,n was now made by Alw~.n and seconded by trustee ~ost
that Street Commissioner J. C. Stein be put on a yearly salary basis
of ~l~O.u~ per month, same to bedim wf~th the First of Lpr~.l. T~is
motion ?~s carried.
On the suggestion of Officer G. R. Cole, it was moved by Yost

and seconded by ~" ·
by the villa~e, of a motor-driven pump and accessory piping. Also
a sprinkler, tank, and wagon. Descr~pt!ons in bots cases to be
furnisae~ by Officer Oole who was to represent the village in the
examinations of this equipment by possi01e buyers. '~ois motion was

Trustee Yost now ma~e the mot.~on thet Commissioner Stein be
given Carte ~lanch In the purchase of oil, gas, am~ other necessaries
!n his use of vi]..l~ge equipment. Tnls motion was~ seconded by
tru?tee Glewwe and carried.
Trustee Yost suggested April ~th, 192~, as the dat~ for a Special
~eeting of the' Council for the purpose of considering tax adjust-
ments and rebates upon petition, at'fldavit, and complaint, suc~ meeb
ing to convene at the .~sua± hour of ~ o' clock in the ,evening.
This was puv, in the form of a motion and wes supported by ~earson
and carri'ed.
'£'he Village Recorder now read correspondence, severa~.!y, from
Well-Dickey Co., T. G. Evemson, and t~e law firm of Junell, Dorsay,
Oakley, ~ Drlscoll, which establlsned beyond a~ doubt that a
43 - 4~ majority was not sufficient to float a village bond as
voted upon on i~arch ~6th.
