The object of this meeting was to glve~ a hearing to complainants
because of ~eged discrepancies and Inconslstancles In the
tax levy, to examine affidavits eove~tn~ ~he same, and to Da~ss
~ ~ adjustments, If any.
The first given the floor to address an attendance of all the
members~of the council was ~r. A. J. Alwin; who came, not so much
to complain of an increase of the levy against his property, but
to call the council's attention to an error in c~asslflcation under
which his twenty-eight acres had been assessed ~s Village lots and
on a 40% valua~~ on basis where they should: ~ve been assessed as
agricultural land on a 33 ~/3% valu~ion. :
Next to be heard was Hiss Harlin who ably represented the
common c~platnt~ of a lack. of Judgement !n~ applying the new cubic
foot basis of determining building valuations. ~(iss Harl~n's case
was typical of most of those present and stood as a good Zest case
in an ad Judgement for all.
~emewhat off the point, a hearing was now given to ~the
J. N. Jonson ~o. of Ninneapolis represent~d by ~. J. N.
~. Ed. J. O~Brien, ~nd Hr. Elliot of t]~e Boyde ~hops. The
arg~'ent of these gentlemen was that, Inas:~uch as the J. N.
Go. had ~ome~ up. to~ its· agreement~ ~d rebu!~.t the machine in question
according to specifications laid do~ by t]~e 5{ound Volunteer Plre
Department and upon which, it was understo~d, a purchase was to
hinge, 'a moral obligation rested,u$ot only upon the 5.1ound Volunteer
Tire~ Department',~ but upon. the~ Hound Vtll~e ~uneil to come up
the purchase side of the agreement. A poi]~% not stressed, however,
was t~t the p~per ~s to meet an offtcia~ underwri%er's test on
a 750 gal. basis, which It f'ailed to do.

therefore, submit%ed the fol~owlng report ~f its meeting of April
6th, I~9, to be read before the co~cil, ~o wit:
