~inutes of Special Meeting of the Village
Council of the Village of Mound, Hennepin
County, Minnesota, Held Mar. 18, 1935
Pursuant to due call and notice thereof, a Special meeting
of the Village Council of the Village of Mound, Hennepin
County, Minnesota, was duly held in the Council Room in the
basement of the State Bank of Mound, in said Village, on the
18th dsy of March, 1935, at 8 o'clock P.M. The following
Trustees were present: W. E. Huestic, President, Trustees
Yost, March, Tuff and Horton. And the following were
absent: None.
The President announced that the meeting was open for the
consideration of proposed Watermain Improvement in the
Highlands, heretofore designated as Watermain Improvement
No. 3, of the Village. The Clerk produced an affidavit
of publication of the notice of hearing on the proposed
Watermain Improvement showing publication thereof for two
weeks in the Minnetonka Pilot, the official newspaper of the
Village, the last publication being on March 14, 1935.
The President then called upon all property owners present
to appear either for ar against said proposed i~:~provement.
The following appeared and entered objections as follows:

property owners who appeared in favor of said improvement,
Trustee Yost introduced the following resolution and moved
its adoption:

resolution fixing the time and place o£ a meeting to consider
the adoption off a resolution to make Watermain Improven:ent

lanes in which said waterrcains are laid, upon the basis
of benefits to such property.

The:~motion by Tuff, seconded by Narch~ that the tabling of
the resolution be withdrawn was carried.

Upon vote being taken on 'the foregoing resolution, the
following voted in favor thereof: Yost, ~arch, Tuff and
Horton. And the following voted against same.~ ~None,
whereupon the said resolution was declared duly passed and
adopted.
NOTIOE OF HEARING.
Be it resolved by the Villa~e Oouncil of the Village of Eound,
Oounty of Hennepin, State of ~nnesota, that it is necessary
and expedient to grade and improve Oarman Boulevard and Lane
connecting with Highland Boulevard in the Highlands, and in
case said improvement shall be made, the total cost thereof
or so much thereof as represents the benefits received as
determined by the said Council, after consideration and deter-
mination of said benefits, one half of which will be assessed
against the Lots, parts of Lot~, or parcels of ground benefit-
ed by said improvement, ratably and in proportion to the
special benefits as conferred upon it by said improvement, and
without regard to cash valuation.
Further be it Resolved, that at the Council Ohamber in said
Village on the 28th day of Earch, l~, at 8 o'clock P.E. the
said Council will meet and hear all persons or parties interest-
ed for and against s~id i~0rovement, and at the same time and
place will, if s~id improvement is decided upon, determine
whether same shall be .made by the Village, or by contract to
the lowest bidder: and that notice,to all concerned in aaid
matter,shall be ~qiven by publication hereof at least once in
the official paper, namely, Ninnetonka Pilot.
~otion for. the adoption of the foregoing resolution was duly
made by ~rustee Yost, seconded by Trustee Earch, and upon
vote being taken thereon, the following voted in favor thereof:
Yost, Narch, Tu~'f and Horton. And the folloWing voted againsst
sa~ne: None. Whereupon said re~olution wa~ declared duly
passed and adopted.
Bid of G. H. Budd for establishing a grade, and setting lines
~or laying of Watermain Imorovement No. ~ in the Highlands and
furnishing a profile was ~00.00. ·
Bid of C. F. 8andhoff for establishing a grade on Cs~rman Blvd.
and setting lines for the laying of the Watermains in the
Highlands, Watermain Improvement No. ~, was $100.00
A motion by Yost, seconded by Tuff, that the C. F. Sandhoff
bid be accepted. Notion carried.
Bids for one and one-half t~on truck were ooened and were as
follows: Parker-Smith .~otors-1½ ton truck~With hydraulic
dump body, $~88.~0. As above, hand operated dumping, $~70.00
