Outlined below is a description of the services we expect to perform, the schedule, and the proposed fee. Scope of Services In general, the existing building and site on Lynwood Boulevard will be studied to determine how to best house existing users and programs, and to determine what is required to bring the entire facility up to condition that it can be fully occupied. It is expected that some portions of the building will be remodeled, however no additions to the building are contemplated. The users and programs to be housed include: · School District offices. * English as a Second · Community Education. Language. · Special Services. · Gymnasium. · Preschool and Early · Locker rooms. Childhood. · Small group meeting rooms. · Head Start. · Triax. · Youth Center. · Possible renovation of the old · WeCan. auditorium. · Adult Basic Education. · Possible lease space. · The Alternative School. · Site parking. · Senior Citizens Center. During the course of the study we will meet with representatives of the various users and programs, investigate the existing mechanical and electrical systems, contact planning and code officials, and make progress reports to the committee. The level of information provided in the study will be adequate to what the committee needs for its decision making at this time, but is not intended to represent a full schematic design effort. Information will be provided in both graphic and written form, sufficient to communicate the project concept and to be used by others in developing a realistic project budget. Mr. Ed Shukle April 29, 1997 Page 2 The results of the study will be assembled into a report which will include the following items: · Site Plan · Ground Floor Plan · First Floor Plan · Second Floor Plan · The plans will generally indicate the construction required to meet zoning ordinances, fire, building, and accessibility codes, as well as areas of remodeling and refurbishing. The various users and programs will be identified along with the general arrangement of their spaces. · Narrative descriptions of mechanical and electrical systems. These will describe the condition of existing systems and the recommended upgrades. · Other supporting documents that provide the basis for certain portions of the project, such as the State Fire Marshal's Report. Schedule The school district currently has a conditional use permit application before the Mound city council. The council has tabled the application and has extended the conditional use permit process to June 30, 1997. This allows time for the joint cities/district committee to study the disposition of the existing community center building and site before action is taken on the conditional use permit. Our services will be completed so that the committee, in turn, can complete its work within this time frame. Fee Proposal TSP/Eos proposes to perform the services described above on an hourly basis not-to-exceed $7,500 plus reimbursable expenses. It is our understanding that this study is being conducted for the Cities of Mound and Minnetrista. Furthermore, the study is to be completed by Mid lune 1997. E&V proposes to provide the above services on an hourly rate not to exceed $3,000 plus mileage and other authorized expenses. E&V will not exceed this amount without authorization. Those present were: Mayor Bob Polston, Councilmembers Andrea Ahrens, Mark Hanus, Liz Jensen, and Leah Weycker. Also present were: City Manager Edward J. Shukle, Jr., City Clerk Fran Clark, Hennepin County Assessor Larry Miller, and Hennepin County Appraiser and the following interested citizens: 1.0 Mayor Polston opened the reconvened Board of Review and introduced Larry Miller, Assessor for Hennepin County and , Appraiser for Hennepin County. Mr. Miller stated that they had spoken with the persons who had appeared before the Council or wrote letters for the April 22, 1997 meeting and he was presenting the County's decisions as to the value of the properties questioned. It was stated that the property owner could appeal the City's decision at the Hennepin County Board of Review which begins June 16, 1997.
