Adjourn Page MOUND HOUSING AND REDEVELOPMENT AUTHORITY JULY 27, 2OO4 The Housing and Redevelopment Authority of and for the City of Mound, Hennepin County, Minnesota, met in regular session on Tuesday, July 27, 2004, at 7:20 p.m. in the council chambers of city hall. Members Present: Chairperson Pat Meisel; Commissioners Bob Brown, Mark Hanus, David Osmek, Peter Meyer, and Indian Knoll Tenant Representative Michelle Chalmers. Others Present: Executive Director Kandis Hanson, City Clerk Bonnie Ritter, Community Development Director Sarah Smith, Cindy Reiter, Linda Brown, John Beise. 1. Open Meetinq Chairperson Meisel called the meeting to order at 7:20 p.m. 2. Approve Aqenda MOTION by Osmek, seconded by Hanus to approve the agenda. All voted in favor. Motion carried. 3. Approve Minutes MOTION by Osmek, seconded by Hanus to approve the minutes of the July 13, 2004 meeting. All voted in favor. Motion carried. 4. Report from Westport Properties on Indian Knoll A. June Bank Statement B. May Income Statement- Meisel questioned travel expenses. Cindy explained that its mileage claimed by the current staff. C. Review of Bills Paid - MOTION by Hanus, seconded by Chalmers to approve payment of the bills in the amount of $$15,545.75. All voted in favor. Motion carried. D. Managers Report - landscaping is completed, decorating is underway for the interior of the building, and the budget process is almost completed. E. Resident Council Report - Chalmers reported that elections were held for the Board for the Resident Council. Chalmers was elected to stay on as representative to the HRA for the following year. Chalmers reported that at the tenant meeting, it was noted that tenants would like to be notified when construction and landscaping work will be performed. Some visually impaired tenants experienced difficulty during construction. A fence was removed during landscaping that served as a marker for the visually impaired, and a lot of elderly used it as a handrail. This was brought to the attention of Westport Properties, and they will address these concerns. 5. The preliminary agreement with Mound Harbor Renaissance will expire on or about August 14 unless the HRA and Mound Harbor Renaissance consent to an extension. As you know, a draft final development agreement is essentially complete. Remaining to be resolved are technical wording issues that are important from the standpoint of assuring our ability to issue tax exempt notes, and to issue a final note to the developer. Resolution of those issues has taken considerably longer than was anticipated; and is not due to any actions or inactions of the developer. Mound Harbor Renaissance has consented to an additional 60-day extension to the agreement. It is my recommendation that the HRA, by motion, also consent to the extension. Following such action, I will notify MI-IR in writing of the extension. No further action is required. I will be available at the August 10 HRA meeting and will answer any questions you may have. -2-
