This notice has been posted and has served the purpose of notifying the public of the potential of a quorum of the Council at these meetings. The Commissioners may invite your questions. You should not discuss among yourselves or take any action. Especially notice the meeting time and date for the Lake Minnetonka Conservation District Representative interviews. Your attendance is critical at that meeting since the Mayor and City Council Members will be conducting those interviews. The interviews will be conducted in the conference room, separate from the Parks and Open Space Commission meeting. Please take a few minutes in advance and jot down some pertinent questions. To make it a fair process, the same questions should be asked of both candidates. Interviews should be followed by discussion, at which time you will reach a general consensus as to the candidate of choice. This notice has been posted and has served the purpose of notifying the public of the potential of a quorum of the Council at these meetings. There was just one application for what has now become three vacancies on the Park Commission. (We will advertise for more candidates after the first of the year.) The candidate should be invited to take the podium and address the Commission in a formal manner. Ask the questions on the questionnaire and each commissioner who wishes may ask a question or two. Once complete, the Commission Chair may invite questions of the Council Members. Council Members will not contribute to discussion of the Commissioners. Interviews for Lake Minnetonka Conservation District Representative will be conducted by the City Council in the Conference room, running concurrent with the balance of the Parks and Open Space Commission meeting, according to the above format. Following the completion of the interview, Commissioners will establish, through voice vote, their recommendations. The goal has been to complete these portions of the process in the months of October and November, with the Council making appointments at their Annual Meeting on January 11, 2005. That announcement should be made to the candidate as she ends the interview. If there are any questions regarding this process, or suggestions for improving it next year, participants are encouraged to contact me. Nybeck, EXECUTIVE DIRECTOR October28,2004 TO: FROM: LMCD Member Cities ~ Greg Nybeck, Executive Director SUBJECT: Appointment of 2005 Board Members It is approaching the time of the year when terms for some members of the Lake Minnetonka Conservation District (LMCD) Board of Directors will expire. Terms on the LMCD Board run from February Ist through January 31st of the following year. The state enabling LMCD legislation calls for Board members to be appointed for three-year terms subject to recall by the cities. There is no applicable term limits for Board members. Because the application of the LMCD ordinances are inherently unique and it takes some period of time for new Board members to come up to speed, it would be difficult and undesirable to have all Board members terms expire at the same time, possibly ending up with a completely new Board or a mostly new Board. The LMCD has, therefore, requested the 14 cities to stagger the member's terms by appointing five members the first year, five the second year, and four the third year (5-5-4). We realize that some of the cities prefer to make all their appointments yeady; however, this is not consistent with the LMCD enabling act. The cities do have the ability to recall their member anytime and appoint another for the remainder of a 3-year term if the need arises. My ~nq~r, as a social scientist, has resulted in an appreciation of scientific underpinnings for decision making in a variety of settings. While my academic training has not been in Ecology & Environmental Sciences I feel that my comfort in research and intense interest in the unbelievable resource that I see Lake Minnetonka being, results in a combination that would provide a very positive addition as the municipality's representative to the Conservation Board, My life long interest and involvement in aquatics drives my interest in being chosen as the representative to the Board. This interest has ranged from spending summers on Lake Independence as a teen, swim team being my primary sport in high school, life guarding as my employment - funding my undergraduate college years, boating being a major activity in family activities during my children's years at home, being a certified SCUBA diver for over 30 years. While I do not define myself as being obsessive regarding conservation of natural recourses, this has been a long standing interest for me. As a "born again" fishermen, I have been excited about the conservation efforts that the state 'and local communities have, and are exerting; however being a Mound resident and living in visual sight of Halsted's Bay, and being aware of the diminished quality of water in this bay, I see vigorous efforts to renew this bay as well as protecting others from a similar decline as well worth the time and energy required to be a representative to this Board. What skills and abilities do you have that wOuld be helpful in doing the work of this board of commission? · MY comfort and ability relative to researching information regarding an area of interest. My history is that of a psychotherapist evolving into administration, I believe I bring the following attributes to this position: The ability to understand complex issues The ability to communicate complex issues to various levels of individuals' understanding An ability to balance "needs" and "resources" With what you know about the Mound area, what do you see as the three most significant issues this board or commission will need to address in the next two years? Exotic animal and vegetation in lake --- prevention and diminishing existing. Over all water quality - prevention of entities that would negatively impact water quality. · Phosphorous and other nutrients interjection into lake -- disruption of natural balance. Thoughtful long term planning / development of shore structures What one or two contributions do you think you would make, in the short term (first few months) and in the long term (after a year)? 1) (short term) Unbiased, balanced perspective with my main objective being the protection of the quality of the lake. 2) (long term) Willingness and energy to do the research that would assist the Board in decision making, in the quest of preserving and rehabilitating the quality of the lake while balancing the need for rational recreational usage.
