MINUTES-JOINT CITY COUNCIL MEETING WITH CITY OF MINNETRISTA CITY
COUNCIL-JULY 24, 1997-MOUND CITY HALL
The meeting was called to order at 7:30 p.m. Members Present: Mound City Council:
Mayor Itoh Polston, Councilmembers Ahrens, I-Ianus, Jensen, and Weycker. Minnetrista City
Council: Mayor Ed Gale and Councilmember Cheryl Fischer. Also Present:
Westonka School Board Representatives to Joint Committee studying Westonka Community Center
Renovation: Bruce Charon and Bill Pinegar. Others present: Mike Looby, Director of
Community Education and Personnel, Westonka Public Schools; Bert Haglund, TSP/EOS; Ed
Shukle, City Manager; Sue Weibel, Cathy Bailey, Elta Erickson, Leona Peterson, Dotty O'Brien,
Sandy Wing and Patsy Kiesow.
Possible Renovation of Westonka Community_ Center
Bert Haglund was asked to review, in summary form, the design and cost estimate for the proposed
renovation. He reviewed the base project and the alternates proposed which total in excess of $9
million. He emphasized that the project was a "lean" project in terms of minimal improvements to
bring the buildings up to code and provide the necessary space for the various activities that would
be located in the facility.
Discussion focused on the cost estimate and whether this proposal is the only option to consider for
providing the space needed for the various school district functions and community functions.
The discussion then moved to reviewing a preliminary draft of a survey to sample the community
on their feelings toward a renovated community center. Decision Resources, Inc., provided a rough
draft of a survey and the group provided their input on the survey. The City Manager and architect
were directed to contact Decision Resources to make corrections and suggest changes to the
document. A final draft of the document will be presented to the group at the next meeting.
Questions were asked about Spring Park's involvement along with Orono and Independence, all
cities that are a part of the Westonka School District, Mayor Polston and Mayor Gale are going to
contact the mayors of these cities to invite them to attend the next meeting. The entire Westonka
School Board is also invited to attend the next meeting and it was decided that the committee now
be expanded to include all members of the City Councils' and all members of the School Board.
Also discussed was the timing of the referendum. Is December a good time or bad time to hold a
referendum? This is something that city staff will ask Decision Resources.
It was then moved by Jensen, seconded by Weycker and carried unanimously, the meeting was
adjourned at. 10:00 p.m.
