2002-09-26 CITY OF MOUND HOUSING AND REDEVELOPMENT AUTHORITY SEPTEMBER 26, 2002 The Housing and Redevelopment Authority of and for the City of Mound, Minnesota, met in special session on Thursday, September 26, 2002, at 6:30 p.m. in the council chambers of City Hall. Members Present: Chairperson Pat Meisel; Commissioners Bob Brown, Mark Hanus, David Osmek and Peter Meyer. Others Present: City Attorney John Dean, Executive Director Kandis Hanson, Community Development Director Sarah Smith, Finance Director Gino Businaro, Jim Prosser of Ehlers & Associates, Danene Provencher, Paula Larson, Barb Peterson. 1, OPEN MEETING Chair Meisel opened the meeting at 6:30 p.m. and turned the meeting over to Acting Chair Mark Hanus. Meisel owns property in the Lake Langdon area, which is part of the proposed downtown development district. 2. DISCUSSION WITH LEGAL & FINANCIAL COUNSEL REGARDING DOWNTOWN REDEVELOPMENT The HRA discussed acquisition and financing options for the Mound Harbor Renaissance (MHR) proposal. Developer has requested that the HRA take the lead in acquisition of properties in the downtown area. Following discussion, the HRA requested that City Attorney John Dean prepare written summary for review by the HRA and forwarding on to MHR. This summary is to outline the City's position on acquisition, which is that the developer must take the lead, not the City. Hanson asked the HRA about the Hostetler Property on CSAH 110 South. The HRA requested that the City Manager encourage both property owner and developer to discuss status of the property and its involvement in the development plan. 3.
