APRIL 15, 2003
The Housing and Redevelopment Authority of and for the City of Mound, Minnesota,
met in a special workshop session on Tuesday, April 15, 2003, at 6:30 p.m.
Members Present: Chairperson Pat Meisel; Commissioners Bob Brown, Mark Hanus,
David Osmek and Peter Meyer.
Others Present: Executive Director Kandis Hanson, Community Development Director
Sarah Smith, David Newman, Peter Pflaum, Carolyn Krall, Chuck Alcon, Tom Stokes,
Bruce Chamberlain, Jim Casserly
Chair Meisel called the meeting to order at 6:35 p.m. and turned the meeting over to
Acting Chair Hanus.
1. INTRODUCTIONS
Along with introductions, a revised agenda was presented. A review of work done to
date followed, along with immediate next steps. It was noted that MHR will meet with
the Project Team at their meeting of May 7, 2003.
David Osmek arrived at 7:10 p.m.
2. SUMMARY OF ENVIRONMENTAL ISSUES
3. REVISED CONCEPT PLAN
The revised concept plan included plan revisions resulting from environmental issues,
wetland delineation and shoreland tiering.
4. FINANCIAL ISSUES
The role of the residential portion of the project in generating TIF was discussed
followed by discussion on sources and uses of Tax Increment Financing.
5. WRAP-UP
MHR wanted to be sure the HRA was comfortable with the plan changes and their plans
to proceed. The HRA conveyed that they were. It was noted that the next meeting
between MHR and the HRA will be May 20, at 6:30 p.m.
6. ADJOURN
MOTION by Brown, seconded by Osmek to adjourn at 8:05 p.m. All voted in favor.
Motion carried.
