1938-03-01MINUTES OF THE REGbTAR MEETING OF THE MOUND VILLAGE COUNCIL HELD
March 1st, 1938.
The meeting was opened by ~ayor W. C. Huestis. Those respond-
ing to roll-call were ~uestis, Yost, Tuff, Winkel, and Alwin.
Appearing first before the council were Mrs. Smolta? ~.m~r. L Sohns,
and others ~sktng for ch~.nges and extensions along ChL~rch and
~aple Streets, because of other chan6es affecting ingress to the
homes and properties of the petitioners. ~ayor Huestis reminded the
delegation that the council could not act on its demands other than
on the basis of a petition in writing describing the changes asked
for and bearing the signatures of a majority of the owners of affected
properties. It was further suggested that owners having frontage on
affect streets ge% in direct touch with the road committee of the
council to formulate a plan of procedure.
B'~ds were now opened and read with r~ference to the construction
of a chimney for the Village ~arage, covering time and material,
and according to specifications as advertised in the Feb. 10th issue
of the Minnetonka Pilot. ~,~r. L. Ham~s bid was $65.00 for the completed
Job; Mr. Ghas. Norton'm bid was ~62.00. It was, therefore, moved by
C. L. Tuff that the work ~e awarded to the lowest b~dder, i. ~e.,
~r. Chas Norton. This was seconded by ~'ost, the council approving.
It was furthe~ moved by Trustee Tuff that Mr. Norton's bid be
accepted on the basis of time and material. This was seconded by
Alwin and carried.
Following discussion with reference to the obstruction of valuable
space in proposed rooms overhead, it was moved By Trustee ~uff that
the location of the chimney be set back approximately 6 ft. from the
location originally proposed, thus bringing it flush into the angle
formed with the south wall of the garage. This was seconded by ~ost
and approved by the council.
Speaking for from twenty-three to twenty-six cottage owners and
occup~m~s, organized as a corporate unit and groupt around the Naptis%
assembly court, Mr. M. A. Smith petitioned for an extension of the
village water service to include the members of this group. It was,
%hereupon, moved by Alwin and seconde~ by zost, that Mr. Smith mee~
with Mr. N. E. Pardee, the latter to act as village attorney, and
draw up such a con,fac%ual agreement as will cover most closely the
requirements of the village and of the applicants, and as shall be
acceptable to the council under the provisions of Ordinance No. 33;
this agreement to be presented before the council and passed upon
at a regular meeting of future date. This was concurred in by the
council.
~r. J. P. Reed detailed the provisions of two insurance contracts
with reference to the needs of the Mound Municipal Liquor ?tore for
burglary and ~obSery insurance. The need for this form of protection
being beyond dispute, it was moved by Alwin and seconded by Winkel
%hat the village at, copt the two contracts as explained and proposed
and that a warrant be drawn up to cover the same. This was approved
by the council.
J. R. Rob~ins presented an application for a permit to ~ull~ia~.
addition to his present establishment so that he might have room
for living quarters for his family, the same to be erected at a cost
of $400.00. It was moved by Alwin that the permit be granted under
~he provisions of the ordinance covering such permits. This was
seconded by Winkel and concurred in by the council.
Conforming to the wish and suggestion of Mayor Huestis,
Trustee Winkel moved that the Village Recorder be authorized
to contact the St. Pauloffice of the Works Progress Administra-
tion for the purpose of ascertaining what could be had from a
government financed labor supply in order to further certain
projects and improvements within the village. ~'urther, that
the Recorder was. to be compensated for time and expense. This
motion was seconded by Trustee zest and approved by the Council.

Trustee Tu~f moved that the council authorize a 1" eXtension
of the village water service to include the Municipal Liquor Store
and the Village Storage Garage; the work to employ relief labor
and to get under way as soon as the frost was out of the ground.
This motion was seconded by Alwln and carried by the council.
Because the village grader was rendered ineffectual in
handling snow during the past winter because of slippage on ice,
Trustee Tuff' moved that the village purchase a set of 38x7 chains
for the grader. Trustee W inkeI seconded this .motion and it was
concurred in by the council.
