1938-05-03Eay ~rd, 1938. The meeting opened with roll-call; those responding being Mayor Hues%ts, trustees Tuff and Winkel, and Alwin, Recorder. Trustee ¥ost came minutes later, being delayed by Drug Store duties. First business before the council was the reading of several communications from the League of Minnesota Municipalities. One pert ained to the choosing of a delegate from among council members to represent the village at the League Convention to be held at International Falls on June 8, 9, lC. I% was moved by Winkel and seconded by Alwin that Trustee ~ost be chosen this year to represent the village. This had the unanimus aoproval of the council. The next letter had to do with the selection of members of the Fire Department %o attend the Northwest Fire ~ehool to be held at the University Armory on Nay 16 to 18th, inclusive. It was moved by Alwin that Chief W. ~F. Krause be chosen to attend the school, and that he be compensated by the village for all time and expense. This was seconded by Tuff and concurred in by the council. Another letter from the League, sponsored by the S%ate and Federal $overnments, aimed to encourage local WPA pro~ects. However, inasmuch as the council had met with nothing but disagreement and hostility among those who were to be benefited by such projects the council had previously considered, this letter was ordered laid on the table without action. Nex% before the council came the passage of a Z~ning Ordinance, Ordinance No. 40 of Village Laws and Regulations, which had been ordered delayed and published in one issue of the ~innetonka Pilot on motion by Trustee Tuff at the regular meeting of Apr. 5th. T he ordinance again being read, Trustee Tuff again moved that the passage the ordinance be delayed until ,the regular meeting of June 7th, 1938. Trustee Winkel seconded this motion. The motion failed to pass, bower.er, by a 3 to 2 vote; ~ayor ~uestis voting against the motion. After a study of the map of ~lat~ed zones W$ich accompanied the ordinance and was to be a part of it, a roll-call vote was taken on the ordinance. Those voting for passage were Trustee Frank Yos%, Trustee C. L. Tuff, Trustee Bernard Win~el, and Alwin, Recorder. Those voting against passage were none. And so Ordinance No. $O, by unanimous vote, became village law. Following presentations made by Chief W. F. Krause, of the Fire Department, it was moved by Trustee Yost that the village con- %ri~ute $50.00 toward defraying expenses in connection with ~'ire Department attendence at the convention at Wadena in June. This received the second of Alwin and was passed by the council. Trustee Tuff suggested that the Recorder write certain goat- owning Jenkinses at Seton in the enforcement of Ordinance No. 28 for the abatement of public nuisances. The above was on motion by Trustee Tuff, Alwin seconding and the council approving. With the general agreement that the council was to reconvene at a Special Meeting set for 7:30 P. ~.
