1938-05-10410 5~INUTES OF THE SPECIAL ~MTING OF THE NOUND VILLAGE COUNCIL HELD

The council convened at 7:30~P. ~. and responding to roll'Call
were Mayor Huestis, Trustees Tost, Tuff and Winkel and Alwin
~ec~order. ' , ,
After making a survey of the band stand at the village park
as to location and repairs - the council serving as a committee of
the whole - the members reconvened and councilman Tuff ~Qved that
the stand be presently left at location until a perman~ ~lace be
established, and that minor improvements be undertaken, such as
steps, railing, and that the railing be armored ags~tnst whittling.
This received the eecon~ of Winkel and was passed by the council.
It was moved by ~rustee Yost that Trustee Tuff serve as a
~ommittee of one to direct and supervise the improvements of the
band stand. This was seconded by Alwin and carried.
~ayor Huestis appointed the following to serve on the Board of
Election to preside at the Primary Election to be held m~ the
%hird ~onday in June, ~.e., June 20th: Nfs. Nary Glewwe and
LeRoy V. Atwin to serve as clerks, and H. I. Horton, C. L. Tuff,
and William KickhaT~to serve as Judges.
Now given the floor before the council was ~r. H. L. Holstrom,
Paving Supervisor for the Republic Creosoting Co., who presented
estimates in laying down Black Top street surfacing over such principal
streets of the village not cared for by the State or County. 22~ per
squa~yard of inch thick s~rface was presented as a basic unit of cost
or 31~ per running foot over a 25 ft. street; this included all
laboreand material. Such surface would give service for five years
without further care, after which it could be fully recovered with
a sprinkler application of lieuid tar filler.
After a discussion of legal requirements for such a pro~ec.t and
methods of financing, it was moved by Yost that the Village Reoorder
get legal advice on methods of procedure and that a petition for such
an improvement be circulated among property owners along Lyn~ood Ave.
and the Watertown Road. This was seconded by Winkel, the council
concurring.
I% was moved by Trustee Tuff that no camping or parking-be allowed
in the ~ound Village Park for a period longer than 48 hours, and that
the constables of the village be instructed to enforce this provision.
This was seconded by tTrustee Winkel and carried.
There being no further business before the council it stood
adjourned on motion.
