1938-07-05MINUTES OF THE REGULAR MEETING OF THE NOUND VILLAGE COUNCIL HELD July 5th, 1938 Under the regular routine of village business, the council convened at its regular meeting this first Tuesday of the month of ~u/y, 1938. Those responding to roll-call were Mayor W. C. Huestis, Trustees ~ost, Tuff, and Winkel. and Alwin, Recorder. On motion by Trustee Winkel, Alwin ~{econdtng, and the council concurring, it was agreed to raise the license fee on Pin gall machines to $25.0o. On proper application, and with requsite fees attached, the following licenses were ordered issued: I. E. 08Niell, "Off" an~ "$n" Sale Beer, ~oft Drink, anX Pin ~all, (The latter license conditioned upon an added payment of $10.00). On motion by Yost, Alwin seconding. Irene Elingelhoets, "Off" and "On" Sale Beer, and Soft Drink; on motion by Winkel, Yost seconding; J. S. C~arlson, "Off" and "On" Sale Beer, and Pin gall ~{achine. (Pin Nall by Grant). On motion by Winkel, Yost seconding. W. J. Goodner, "Off" and "ON" Sale Beer, Soft, and Pin Ball Machine. (Pin Ball by Grant). On motion by Tuff, Winkel seconding. Violet E. Hastings, "Off" an~ "On" Sale Beer, and Soft Drink. ~otlon by Winkel, Yost seconding. On Leo LeVitre, Pin Ball Machine. (Conditioned upon an added payment of $I0.00). On motion by Winkel, %~ost seconding. W. I. Davis, "Off" and "On" Sale Beer, Soft Drink, and Pin Ball ~achine. (The latter license conditioned upon an added payment of $10.00) On motion by lost, '!Vinkel seconding. Cecil Chapman, "Off" Sale and Soft Drink; on motion by Tuff, A/win seconding. On 5fayor Huestis' suggestion, the council agreeing, the following Committee on License Law Enforcement was appointed to see to it that licensees conform to the provisions and limitations of their respective licenses: Trustee Bernard Winkel, Ohairman, and LeRoy V. Alwin, member. On being presented and read, the following insurance policies, being renewals on policies terminating on their respective dates, were accepted and their ~remiums ordered paid: Policy F #ll51, fire ins., c~overing Strene, Flags, and ~isCellaneous, and Polic-y #1831669 covering Fire Truck fire damage, P. L. and P. D. On presentation it was moved by Yost and seconded by ~inkel, that the council accept the Village ~ecorder's bond. This found unanimous agreement by the council. On the recommendation of Village Assessor J. p. Reed, Trustee Bernard Winkel presented the following resolution, to wit: Be it resolve~ that J. P. Reed, the duly elected ~ssessor for the Village of ~ound, be instructed that, as a matter of public policy, the property owned by the 5~ound Shores Wate~ System be stricken from the Personal Property List for taxation, the same to be effective with respect to the past, as to. future years. 414 On motion by Trustee Yost for the adoption of the resolution, th~ vote stood as follow~: Those for; Y. ost, Tuff, ?finkel, and Alwin. Those against; none. And so the resolution stood adopted. On facts and material presented by ~. H. A. Koehler, the duly elected ~reasurer for the Village of ~ound, and in conformity to requirements with respect to the security and deposition of village funds, Trustee Bernard Winkel presented the following resolution, to wit: BE IT HEREBY RESOLVED: That the following named bank, T~e State Bank of llound, authorized to do a banking business in ~[innesota be, and hereby is, designed depositoryof the public funds of the Village of 5iound, Hennepin County, ~,,[innesota, for the term commencing with the First Day of January, 1938, and ending with the First Day of January, 1940, to wit: Deposits, General Assessment Funds, Liouor Store and %rater Dep~rtment Funds, otc, in sums not to exceed in the aggregate $10,000.00 at any time; upon the terms and conditions following, to wit: That this designation is suSJ'ect to the right o,f said Village of }~ound to modify, vacate, and revoke the same according to law: That The State ~ank of Mound, said Depository, shall first execute and deliver to said Village of ~ound a duly cus. lified ~urety $ond approved by it in an amount at least I00~ the aggregate limit over the $5,000.00 F. D. I. C. Ins., and presenting the difference between this and the amount above specified to be deposited therein at any one time, conditioned according to law, and such other or additional bond on demand of said Village of ~ound in case it shall deem said surety insufficient and the public, interest recuire it; provided, however, that said Bepository may, in lieu of said bonds, assign to said Village of Mound and deposit with its Treas- urer securities authorized by ls~ for that purpose in a total amount, computed at their market value, of at least ten percent more than said aggregate limit to be deposited therein at any one time; and that it may, at its discretion, furnish both such surety bonds and deposit such collateral securities aggregating such amount, upon approval of said Village of Mound, or its duly elected representatives in convention assembled, in which case such collateral securities shall not be withdrawn without consent of the surety on such surety bond. That the State Bank of Mound, said depository shall pay on ~emand all deposits therein subject to payment on demand, and pay on demand all time deposits therein, at or after the end of the period for which the same shall be deposited. Approved and adopted on the Fifth Day of July, 1938, at a Hegular ~eeting of the Board of Trustees of said Village of ~ound, duly held by a majority vots of all the membegs of the same.
