opened by retiring Wayor ~. C. Huestls. Those respondin~ to
rol~ call were ~gayor U. C. Hu~stis, retiring trustee C. L. Tuff,
trustees B. F. ':~inkel and C. R. Fer~all, with Alwin as Clerk-
Recorder.
'±'he ~lnutes of the previous meeting having been read and approved,
retiring trustee C. L. Tuff, committee of one, presented his
report on the OAA hospitalization case of William ~urphy. The
case being found as described by Alwin as Village Certifying
Officer, Trustee Tuff recommended that the proposals of University
hospital authorities; namely, that the hospital charges in
excess of ~r. ~urphy's Old Age monthly pension (25f daily)
be carried by the village or ~ound, be ass~ed by the village
and that an order be drawn to cover the amount (Appro~imately
All bills of the previous month having been surveyed ac'proved and
ordered paid by the outgoing council, ~nd it hsvlng been openly
arranged betwwen .:s. yor J. C. Krause and retiring ~.~ayor tV. C. Huestis
that ?ayor Huestis was to sign the orders for the ?~y-r~ll of
December, 1939, the l~st month of the Huestls admini~trstion,
the entire council arose to witness the oinnlng~ . of the W~vor's, .... ..
~tar upon the coat lapel of i¥!ayor J. C. Effuse by his predecessor
~nd the introduction to the council table of Trustee Evsn Jones'.
This ceremony aside, the new council assembled for organization.
~?ayor Krause called for the resding of the following co,mit%se
appointments for the ensuing year ~nd for council approval:
Liquor ~tore Committee.- Trustees C. R Ferrall and Evan Jones.
Water Works Committee. - Trustees B. F. !~inkel s nd ,.Mvan Jones.

On the reading .of s, resolution, oreviously outlined, which Otc-

mosed the .r-o'oointment of ilar. Jame.~ Ctatts as ~uperintendent of
the ~Vater Department with full responsibility and control
over its accounts and ohyslcal eouipment - ~.ubJect only to the
supervision of the Council's Water Dep~rtment Committee - there
being some doubt in the minds of members of the council as to
the advisability of shifting the control of accounts from the
village office to the ;Vater Department, it was moved by ~i'rustee
Ferrall that the matter of the shift be left to the 'investigation
of the ?Yater Department Committee and to be reported on at an
adjourned meeting of the council. This motion was seconded by
Trustee Jones, the council concurring.
The matter of the account shif$ bEttke above resolution, being
left at is~ue and subject to committee investigation, it was
moved by Trustee Ferralt that ~7r. James ~tatts be apoointed
'~uperintendent of the ;~,Vater Department. Trustee Jones seconded
this motion, the council concurring.
The following prepared resolution was pre~ente~ to the counctI
for action, to wit: "Resolve~ that. George ~ole t~e appointed
~ound village police officer, that his bmurs of duty be from
7 o. m. until 4 a. m., and thst his salary for police duty be
fi~ed st $85.00 per month; and that he shall al~o be employed
to operate the municipaI water pump at night at s salary of
$25.00 oar month; that he be instructed to see that the water tank
is full when he goes off duty at 4 a.m." A motion for adoption
being in order, it was ~o moveg by Trustee C. R. Ferrall.
Trustee ~.~inkel supported thi~ motion, the councit approving with-
out roll-call vote.
On the presentation O~s~ resolution governing the clerk's

m~ed by Trustee Jones that thi~ feature of the resolution be
laid on the table for further ~eliberstion at a proposed adjourned
meeting, but that the provision of the resolution authorizing
the payment to the clerk of ~75.00 for the preparation of a
vi!!~ge report to the State Public Examiner be p~t before the
council ~or immediate action. The proposition being put ss a
double motion, It was seconded by Trustee Ferrall, and the
council concurring in the authorization to Osy ~75.O0 for the
compiling of the 1939 Public Examiner's Report.
The clerk next read a resolution authorizing "that Purt Huff be
employed to operate the ~ound ~unlcipaI Lieuor ~tore during the
current year at a salary of $I00.00 per month." Trustee
moved the ~dootion of the resolution, Trustee Winket suooorting,
and the council approving.
A Resolution being ~resented for adoption authorizing that Jack
Stein be employed as ~uperlntendent of Vound =treat s and alleys
during the current year at a salary of ~I00.00 per month, it was
so moved by Trustee Ferralt, ~ru~tee Wi~kel seconding, the council
concurring.
It was moved by Alwln that ~.~ayor J. C. Krause be appointed Police

Commissioner for the current year, end that he shall have com-
plete supervision of the ~{ound ~untclpal Police Dep~r±~enZ.
This was seconded by Trustee Ferrall, the council eDDrovlng.
The clerk read a resolution worded s,s follows: "Resolved t~at

Resoonding from former adjournment were ~ayor J. C. Krause, Trustees
~ ~ WlnkeI, C ~ Ferrall, and ~an Jones, With LeRov Alwin as
C!erk-Rec, order.
Continuing the meetin~ as from Janu~rv 2nd, l~ayor J. C. Krause
called for a report from the water committee, which, in the meantime,
h~ carried on various investigations h~ving be?ring on certain
feata~re~ of a redo!ut!on ore~ented on Jan. 2nd, but which had been
postponed apr !star ,~ctlon. The committee recommended that the
fin~ncIRt records of the ':Tater Deo~rtment be kept end contlnue~ as
heretofore. ~owever, that thew be duo!Icated between the clerk's
office and the W~ter Departmen~ at all points where such duplication
w$~l~facilitate the work of the department. In this connection,
and covering other features, committeeman Jones presented .~ detailed
working schedule to govern the department for the c:urrent year end
which schedule s. ooe~rs as a.n addend,mm to the~e minutes. '.i'he co?mitres
recommended, further, that the water ledger be pro.oerlv indexed for
reference, and that the billing for the department be continued by
the Wi~lage Clerk ~

by trustee C. R. Ferrall that the report be ac6eoted by the council
as the Water Department's Work Progra[n for the cu~ren~arAlwin s~ooort-
lng this motion, it was approved by the council
~fayor Krause called for a decision by the council on the matter
of the clerks salary for the year t940. ~:~ince village work bad multi-
plied many fold during past Fears, it was generally agreed by the
council that the conduct of village affairs could no longer be looked
upon as a mere oas~ing incident of o moment in a man's working day,
~{ was raoid!y growin~, to be a m~n-sized Job. Conservatively
as~u:~ing that. it took two weeks of s man's time every month to do
village work, ~nd accepting lhe common ~alpry ~chedule of village
employees as s base, i. e., ;!:;I00.00, than the village Clerk-RecorUer
wa~ entitled, ~t least to ~50.00 a month. This is the way the
~atter was put before the council. Following discussion it was
finsll~ moved by Trustee B. F. WinkeI that the C!erk-Hecorder's
~l~rv be fixed at 850.00 ~ month, that he receive remuner~=tion
for nothing else, except only in such c.sse,~ were compensation is
fixed by State Iaw and outside of village control. Further, that in
all cases where the clerk finds himself so circumstanced and called
upon to. do work in which Rdditl~na,t?compensati$nnls supported by
crate Law, that he first confer with the ~ayor covering the facts.
Trustee Ferr:'all supported this motion, .the council concurring.
On a motion by Alwin it was recommended that the qta. te ~ank of
~'[ound be designated as the Village Depository for the ~esr I940
under the same terms ~nc~ conditions set forth in ar~esb~ttton
adopted by the ~found village council at its regular meeti, ng oz'
July 5th, 1938. This motion wes seconded by Tr~.~stee Ferra]l,
the council approving.
