1940-03-05VILLAGE OF MOUND 495 ~INUTE~ OFTHE REGULA~ ~,~ETING OF THE ¥~OUND VILLAG~ COUNCIL ~LD ~ARCPI 5th, I940. This meeting convened at 7 P. ~. and responding to roll-call were ~ayor J. C. Krause, ~rustees P. F. ~inkel, C. R. Ferrall, and ~van Jones, with Alwin as Clerk-Recorder. The minutes of the ~revious meeting having been read and approved, it was moved by Trustee ~inkeI that the street light extensions as authorized by the council st a previous meeting; n~mely, the Hillside Ave. extension, the Dutch Lake extension, and the ~hirtey Hills Unit "P" extension, be made with five lights instead of three, that is, two lights in the Dutch Lake extension, two lights in the Shirley Hills, Unit "B" extension, and one light in the Hillside Ave. extension. Alwin supported this motion, the council approving unanimously. On motion by Trustee C. R. Ferrall, Trustee Jones supporting, the couucil authorized the payment of ~.ll bills pre~ented to the council and reviewed by the several committees. The "Off & On" 3.2% beer and ~oft Drink I.icenses of Herm~n Mllenberg, ~,~oci~ted with Belmar ~how~lter in taking over the operation of the H~sting's I. og Cabin Tavern, being presented to the council for consfder~tlon - such llcen~e= to be retroactive ~ of ~'sr. Ist, 1940 and ter~Inatlng ~it midni~ht, June 30th, next - it w~.s moved by Trustee C. R. Ferrall that such licenses be granted with the condition, however, that Ellenberg & Co. make ~. conscientious effort to bring %he toilet facilities of the olace up to the standards as reoulred and enforced by the ?tate ?anltary Board. '~'rustee .~van Jones seconded this motion, the council approving. The apollcatlon of O. F. Jensen, having reference to the "Off ~; On" sale ~.f 3.2~ bee~ at the Cooks Bay Tavern, being re~d before the council, it was moved by Trustee ~Inkel that, inasmuch ~s changes would have to be made in the zoning law ~nd other ordinances before any ~ctlon could be ~aken, the m~tter be held over until a meeting at so.m_.e later date. Trustee Ferrall supported this motion, the council concurring. Upon ~he re~ding of the Annual Report of the ~ound ~unicipal Licuor ?tore for the year ending fiscally ~arch 13th, 1940, it was moved by Trustee C. R. Ferrall that the council ~oorove the reoort and thst it be filed with the clerk in the archives of the villoge. Trustee 'm. Vlnkel seconded this motion, the council approving. ~. ?. Koehler, being given a hearing before the council, reaffirmed ~n a~fer m~de earlier that he would deed to the village ~ 14 ft. attic of land th~.t now serves ~ ~n alley end drlvewsy to lots 31, $2, 33, 34, 35, ~nd 36, Iynwold P~rk. !~r. Koehler stated that, ~lthough thi.= oroperty i~ now being u~ed ~ p public street, it is included in the ~.opr~Is~ls for hi~ private tax lo~d, ~nd th.~t it out of the clrcum,-.t~nce~, ahould really be t~x free oubllc prooerty. ?ayor Krause r~minded '~r. Koehler that, before shy ~uch transfer to the village would legally be possible, all of the present levies against the property would flrgt;'have to be ?id, which, of course, would include the w~termsIn improvement. _!.~.r. Koehler ~t~ted that he would t~ke the matter into further ~dvi,=ement. 496 VILLAGE OF MOUND On the suggestion of Mayor J. C. Krause, and on s motion by Alwln, the Clerk was authorized to study the village parking situation and to draw up an ordlns~e contemplated to bring a solution to Shy problem the circumstances may present, ~nd to offer it for the consideration of the council at its next regular meeting on April 2nd. Truotee Ferrall supported this motion, the council concurring. Trustee Even Jones moved that the cortical'authorized the purchase by the Water Dept. of shovels, a length of hose, and such other accessories as needed in service maintenance work. Trustee Ferrall seconded this motion, the council aporoving. It being urgently recommended by the Water Committee, Alwin moved that Superintendent James H. 2tatts be authorized to attend the Water Service 7chooI conducted at the University of ~innesota on ~far. 25th, 26th, & 27th and that the village pay the entrance fee of ~5.00 and an additional 25.00 toward ~r. 2tat~s transportation and other expenses. This motion was supported by Trustee Werrall, the council agreeing. Trustee Ferrall seconding the motion for adoption, the council approved unanimously and without roll-call vote. ~fayor Krause appointed Trustee B. F. Winkel to sit with the Village Treasurer and the Village Clerk in a review or. audit of the village books, lhe time to be agreed upon by such. committee.
