1940-04-02'498 VILLAGE OF MOUND ~IN/3TES OF THE REGULAR N~ETING OF THE ~OUND VILLAGE COUNCIL HELD April 2nd, 1940. This meeting convened on precedent and without call. Responding %o roll call were Mayor J. C. Erause, Trustees C. R. Ferrall, with Alwin as Clerk-Recorder. Trustee Jones, ab- sent at roll call, appeared'later. After the reading of the minutes of the previous meeting, Trustee Ferrall moved that the minutes be approved as rea~d. Trustee Winkel seconded this motion, the council approving. Acting under an authorization given him at a previous meeting, the clerk now read before the council a traffic ordinance drawn and adapted from Statewide practise and designa~ed as ~llage Ordinance No. 41. Other matters pressing, it was suggested by Mayor Erause that this ordinance be taken up for consldera~ion at the next regular mmeting of the council, i. e. ~ay 7th. This received council approval. The clerk having written a letter to the Wadena County Welfare ~oard throwing the burden cf proof of settlement for relief upom Mr. Paul ~ngIish in connection with the hospitalization of his wife at Wadena, the clerk now read an answering communication from the ~adena County WeIfare ~oa~d, endeavoring, upon official investigation and interview, to establish ~ettIement in the ¥ill~ge of ~ound. ~eeau~e of other m~tters before the meeting, this letter al~o laid aside t~ be considered l~ter. The meeting being attended by a~out fifty citizens of the village who opposed the re-licen~ing oftthe Cook's Bay Tavern as a beer dispensary, Mayor Krause declared for a thirty-minute recess of the council during which the meeting could be opened to the public for a di~cus~ion of the matter s~t i~ue. Trustee Evan Jones being chosen ~hairman of the meeting, ~ayor Krause took the floor ~nd stated the prop~sition as it wes in the mind of everyone; namely, ~o purchase the property ~nd adjoining lots for the purpose of tying in with the vilIage p&rk and orca. ting a community club house, the same to be financed by a voted bond issue, or by ether resources of the village. The Mayor's presentation met with unanimous approval. After listening to a speeoh by EimbaI1 Hedge, dem~nding that the meeting be given some assurance that precor ~ction would be taken, and a word of appro~a~ from Dr. Spoors calling for a standing vote of th~nks' to ~he Wayor for ~his action, ~he public feature of the meeting disbau~d~d~ and'the counci~ proceeded with It~ regular busi- ness. The clerk pre~ented before the council the fee-~uooorted a.pplication of ~. ~. G~nIey for ~ permit to remodel ~ garage into a ~m~ll dwell- ing on hi~ present lot on ~he Highlands. On a motion by Trustee FerraI1, trustee Jones seconding, the applic~tion w~s approved. ~ayor Krause su~ested that the council aoprove the appointment of a committee to examine the ~illage Ordinance ~ook for any enactment enforcing a standard building code within village limits. With council approval, the Mayor appointed Alwln as a committee of one to make such investigation and to reoort back to the council ~.t the next regular meeting. Ferrall, the Mayor was authorlsed to aopoint a committee to, investigate for a village dump. This received the support of Trustee Jones, the council approving. Secretary Frank Swensrud of the Fire Department presenting the annual financial report of his orge, nization, it was moved by Alwin that the council accept and approve the report.
