1940-05-07500 VILLAGE OF MOUND MINUTE~ OF THE REGULAR ~:'TING OF THE MOUND VILLAGE COUNCIL HELD May 7th, 1940. This meeting convened on precedent at 7 P. N. Present were ~ayor J. C. Krause, Trustees B. F. Winkel and C. R. Ferrall, trustee Evan Jones appearing after roll call. Alwin was present as Clerk- Reeorder. The minutes of the previous meeting h~ving been read and approved on motion by trustee Ferrall, Alwin read answering correspondence from the Wadena County Welfare Noard covering the Paul English relief case. The Wadena answer being inconclusive, the matter was waived ~wsiting further action by Verndale and Wadena. The clerk also read an invit- ation to, delegations to the League of Minnesota ~uncip~litles Conven- tion at Two Harbors on June ~7, 18, & 19. Also~ an ~nnouncement of the annual Fire School ~t the UniversitF on ~ay 15, lb, & 17. No official action on these matters was taken. J. ~. Adams spoesred before the council on the matter or the village dump; his proposition being a dump Iocsted on hi~ premises ~nd truck service for the entire village st ~lO0.O0 a month. After discussion the matter was referred to a committee.for further inve~tiMstion. The Council listened to an appeal by Bob Greig for w~ter for the ~lf Course; the obstacle to a reopened water service to. the course being a ¥42.12 unpaid indebtedness for water of the previous year. The matter was referred to the Water Committee, who agreed to meet with Greig on May 8th, at 8:30 P. ~. An application was personally presented by Halph March for s P~uild- lng Permit to make a $1,200.00 improvement on his 7tandard Oil Filling Station. The permit was granted on motion by B. F. WinkeI, Trustee fferrall seconding, the council approving. ~r. John McPhee and 5~.r. Irwin Malakeuski, representing the ~ound Civic Club, and in anticipation of the purchase by the villsge cf the O. F. Jenson 2avern property, presented a olat showing the building improved and moved to a mere symmetrical and central location in the park, and surrounded by various outdoor sport features. The plan was offered as a recommendation to the council. No sc. tion was taken. R. A. Rosman of the Remington-Rand Co presented s ouick reference system of water s~ceounting, ~he Water Co~mlttee agreed to look in- to the ms~tter at the first convenient opportunity. Directed towsrd the purchase by the villsge of the Of F. Jenson property, ~nd sdJoining lots, Mr. ~.~W~, as ~s~y fe~ the village, now offered for adoption by the council the following resolution, to wit: "Resolutio, by the Village Council of the Village of Mound at a regular session thereof, bold in the village council room of said village en this ?th day of May, 1940: "WHEREAS the Village of ~ound now owns certain park land and parkwa situated on Cook's Nay, Lake Minnetonka, which park land is limited in area and is insufficient for the recreationsl needs of the residents of the village, and WHEREAS certain lands adjoining ~h~dpark can be acquired at this time for reasonable cost, and where added to the present p~rk VILLAGE OF MOUND '501 will greatly increase and impro~e the park system of the village, said lands to be acquired, being described as Lotsn52, 53, 61, 62, ~a 63, Auditor's ~ubdlvlsion Number 168, Hennepin County, Minnesota, and WM~,R~Afl the aura of $8,000.00 is required to be expended by the village in purchasing and improving said premises, which amount will not increase the net indebtedness of said village beyond the limit fixed by law, NO~, THEREFORE, BE IT HEREBY RE~OLVED That it is expedient and for the best interest and welf~re of the Village of Mound that the reouislte mone~ %e aequ -.~re~and improve said ureml~es 8~bove described be borrowed by' th~' village ~nd that bonds be issued for such puroose in ~.n amount not to exceed the sum of Eight ~housand Dollars, and that a proposal to issue such bonds be su~mitted to the voters of said village in the manner provided by law." The motion for adoption of the above resolution being made by Trustee C. R. Ferrall, Alwin supporting, the roll-call vote of the council stood as follows: TEA~ - B. F. Winkel, C. R. Ferrall, Evan Jones, L. V. Alwln, and J. C. Krause. NAYS - None. And so the resolution stood adopted. In line with the above, the clerk we.~ requested to read the following resolution and to submit it for adoption: WPIEREAS a resolution ha~ been unanimously pa~sed by the Village Council of the Village of Mound at a regulm~r session thereof, held in the villsge council room in said village on the 7th day of May, 1940, whereby said c'ouncil has found th~,t it is expedient ~nd for the be~t intereot and welf~re of the Village of Mound that the sum of Eight Thousand Dollars be borrowed by the vilIege, and that bonds be issued in said amount for the DUI"DOSe ~ acouiring end improv- lng certain 1,?.nde, to wit: Lots 5~, ~3,~a~, 62~ end 63, Auditor's ~ubdivision Number 168, to be used for perk purposes in said village, now, therefore, it is hereby RESOLVED, that the proposal %o borrow the sum of Eight Thousand Dollars by issuing bonds in said amount in such denominations, with such maturity, and bearing such rate of interest as the council may hereafter determine, be submitted to the voters of ~aid village for their approval or disapproval ~t a special election to be held for that purpose at the Village Council Chamber in said village on the .27th ~ay of May, 1940, be%ween the hours ef 12 Noon and 8 P. M., and be it further ~o!i~-~ R~ISOLVED that notice of said special election be given to all voters and resldent~ of said village by posting a copy of this resolution ~nd proposal in three most conspicuous places in the village not less than ten days preceding said ~pecial Election and by one week notice by publication of this resolution and proposal in the Minnetonka Pilot preceding said ?peeial Eleetion. Alwin moving for the adoption of the above resolution .~nd proposal and ~rustee Jones seconding, the rollecall vote stood as follows: 502 VILLAGE OF MOUND J. C. Kr ause, P. F. ~Fl~kel, C. R. Ferr~]l., Evan Jones, nnd LeRoy V. Alwin. Nays: None. And so the resolution ~nd proposal was adopted. George Hastings now appeared before the council offering permission to the village to come upon his land ~croas the road from the ~alm farm and strip for gravel. Gravel hauled by ~he ¥111~ge truck was to be at ~ rste of 20¥ ~ yord, increasing to 25~ ~s the gravel improved. The matter was referred to the ~oad Co,~mit~ee. The clerk resd the application of Carl R. Carlson for a permit to add one room to hl~ pre~ent home on lot 2, blk 4, Highlsnds, the improvement to cost about $200.00. Om motion by Trustee ~¥1nkel, Trustee Jones seconding, the permit wa~ granted by the council. Trustee Evan Jones proposed ahd moved that the clerk be authorized to take out suto insurance on the police c~r of Gonst~ble Oeo. R. Cole, coverage to be Jointly in the name of the village ~nd Geo. R. Cole, to be for Property Damage and Public Liability, the lstter in the sum of l0 - 20,000. Trustee Ferrall supported the motion, the council ~on- curring. The Village Recmorder's ~ond, duly executed by the United States °urety snd Guarsntee Co., ~. H. A. Koehler, ~gent, was presented to the council for examination, later to be filed with the Register of Deeds of Hennepln County.
