1940-05-20'504 VILLAGE OF MOUND ~flMUTE~ OF THE 2PECIAL !~EETING OF THE ~OUND VILLAGE C01,U~CIL HELD ~ay 20th, 1940. The purpose of this meeting at 8:30 at the Fire Barn was to hear the petition of the Northern ~%ates Power Co. re~uesting permission to run a 69,000 volt high line acros¢ the village to reach their distributing point at Navarre. ~espondin~ to roll-call were '.~ayor J. C. Krause, Trustees B. F. Wtnkel, C. R. Ferrall, and EVan Jones, with Alwin as Clerk-Recorder. Discussion centered about the right-of-way o1' this new high line as offered t~em (The Northern F. tate~:, ~ower Co) by the Interstate Power Co. and the Great Northern Railroad Co., and to what extent it infringed upon village authority. ~afety to crossings and radio interference was also stressed. It appearing that the Bower Company was proc. e,ding according to its legal rights and that all precautions were being taken with reference to the safety of street crossings .~nd radio transmission and that orate Law comolet~ly governed the matter and held the Power Company wholly accountable, Trustee Jones presented the following motion, to wit: ~OVED: That the Petition ol' the Northarn 2tares Power Company rel~.tive to the con.~truction, operation, a.~d malntensnce of an electric transmission line through the Village of ~.~ound be gr~nted, subject to all statu~es covering operation and maintenance of such trs. nsmis~ion line. Trustee Winkel seconding ~he motion, the roll-call vote stood as follows: Yeas, J C Krause, B. F ' ' C. R Ferrall, · · . ~inkel, . Evan Jones, and LeRoy Alwin. Nayes, None. And so the ~otlon was carried. Alwln now announced the fact that William Kickhsfer, ~r, one of the aopolntees as Judge of Election, serving May 27th, was physically unable to fill the post. It being agreed by the council that all vacancies in the EIe¢,%ion Board apoearing in that body prior to the convening of the board itself were to be filled by the clerk, the meeting stood adjourned. ~ttest ...........................
