MINUTE¢ OF THE REGULAR I¢EETING OF THE ~;OUNt~ VILLAGE COUNCIL HELD
June 4th, 1940.
By previous arrangement, the meetlng opened et ~ P. M. Responding
to roll dall were ~ayor J. C. Krause, Trustees B.
C. R. Ferrall, with AlWln as Clerk-Recorder. Trustee E~an Jones
was absent at the time of roll c~ll, but appeared l~.ter.
The minutes o.f the previous meetings having been read and approved,
Fire' Chief Loyd Bowers was personally heard in a petition for
250 feet of wax and gum fire hose to replace ho~e that bad reached
the limit of its s~rvice and was now showing signs of failure.
With a reques~ upon Chief ~owers to ~upply the necessary soecificatiOne,
Trustee Ferrall moved that the clerk be authorized to advertise
for bids on fire hose on the basis of these ~pecifications.
Trustee ~inkeI seconded the motion, the council approving.
In line with previous discussion and under pressure of urgent need,
Trustee Jones moved that the clerk al~o advertise for bids on two
trucks; one of 1~ ton capacity, ~nd the other a · ton "pick-up",
complete detailed specificiation~ to be ~upplied by tbs Road Committee
and the Water Department. Alwln supported this motion, the council
concurring.
T~ ~$n~orm with a policy established during pa~t ye~r~, Trustee
Winkel moved that the village contribute $50.00 toward the defraying
of the Fire Dep~rtment convention expense during the middle of tbs
month, ~. e., the m~nth of June. Alwin agreed in this motion, the
council approving.
On motion by Trustee Winkel, ~rustee Perrall supporting, the clerk
was authorized to confer with the Jay W. Cregg Co. with reference to
the supplying of oil to Fairfield Ave, Young Ave., ~aple Ave.,
Tallant Ave., Highland Ave. fronting Dining Hall and Auditorium,
and Buckbee Drive, all within the area known as the ~innesota
~aptlst Summer Assembly, the same to procee~ under a resolution
passed ~ar. 5th, 1940. The above was on the basis of a petttiom, d
~gned by Walter T. ~adsen, Donald G. Paterson. H. Mitt, L. ~.
Fraiken, V. HuItcrantz, ~. Hultcrantz, Amos S. Well~, ~argaret
E. Rutherford, C. M. Putnam, L. ~. Taylor, A. A. Jehnson, J. B. Kelly,

In connection with a $40.00 I. G. A. relief bill, Mayor Krause
suggested that the clerk write F. Goodw~ter to confer with th~ mayor
on measures to lteuidate the above debt to the village.
Following the presentation of a State Health Department Village
~ater Test Report received by the clerk, the council authorized the
Same to be published in the ~innetonka Pilot.
In response to legal advice by N. E. Pardee, village attorney in
connection with the Park Improvement Bond issue, Trustee Ferrall
presented the fellowlng resolution, the same to be published in
the issues of the ~innetonka Pilot of June 6th & 13th, to wit:
WHEREAS at the special village election held in the Village of
~ound on the 2?th day of ~ay, 1940, a majority of more than five-
eighths (5/8) of the votes cas~ were in fa~or of the proposal to
borrow the sum of Eight Thous~d Dollars ($8,000.00) by Issuing

bonds in said amount for the purpose of ecouiring and improving
certain l~nds to be u~ed for park purpose~.
MOW THEREFORE,~Notlce is Hereby Given that the Vlllsge Council of
the village of Mound will meet at the Council Room in the Village
Hall and Fire Barn on the 24th da~ of June, 1940, st 8 o'clock, P. M.
to receive bids for the sale of such bonds to the ~mount above
stated.
Said bonds shsI1 be dated and issued s.s of the 1st day of August,
Ig&o, shall consist of eight bonds in the denominations of One
Thousand Dollars ~$~00.00) each, with interest paysble semi-annually
on the l~t d~..y of ~'ebrusry ~nd the 1st day of August of each year,
evidenced by coupons designating the amount of interest attached to
es. ch bond and shall be sceomo~n~ed with the opinion of a.n authorized
bond sttorney. ~aid bonds shs. lI mature ond become payable 7. s
follows:
One Bond in the mum of One Thousand Dol~s($I,OOO)payable August
1st, 1942, one bond in the ss.me amount paysble on the 1st dsy of
August, 1943, and one bond in the same amount paysble on the 1st day
of August of eac,h year thereafter to and including the first dm.y of
August, 1949, when the entire is~ue sh~ll be paid.
Sealed bids for the purchase of said bonds specifying the r~te of
interest and amount affered for the same may be addressed to the
Clerk of the Village of Mound at any time prior to the time fixed
for the meeting to re,sire bids. The council reserve? the right
to reject any or all bids.
Trustee Ferrall's motion being fRr the adoption of the resolution,
the roll-call vote stood ~.s follows: YEA~; B. F. Win~el, C. R. Ferrall,
Evan Jones, J. C. Krause, and L. V. Alwin. NAM~: None.
And so the resolution stood adopted.
It ws~ moved by Trusties Ferrall that the above resolution, be~rlng
the sign.?~tures of the ~'ayor and Cler~ be published in the ~innetonka
Pilot of June 6th ~nd I3th, 19~0. Trustee Winkel supported the motion
the council concurring.
Following a report by ~.~'~r. Fr~nk Achenb~ch, of the Civic Club, on the
projected p~rk improvement and building, it w~ moved by Trustee
~,Vinkel that the park program be made ~ ~V. p. A. Pro.~ec% ~nd that
full details be prepay, red and presented to the '~V. p. A. office to
meet the deadline of June I5%h, 1940. Trustee Jones ~greed in the
motion, the council concurring.
It was moved by Trustee ~lnkel that Irwin U~lakousky be appointed
architect of the Club House and ths. t he be put in charge of orep~rlng
specifications.
On motion by Trustee Ferrall, Trustee Winkel supporting, the Council
appointed the following to serve as a Park Improvement Uommittee:

Trustee WinkeI moved that Dan Gibson be permitted to operate a Pin

The following building permits were authorized by the council:
That of Otter Gunderson, E~DW~.RD ~ehmler, and A, ~. Grant.
On motion by Alwln, Trustee Winkel supporting, James H. Statts
was appointed Building Inspector to succeed Irwin Kepke who
failed to qualify for the post.
