Instead of adjourning to Thursday next following the village election, namely, Dec. 5th, as was previously arranged, this meeting, reasons previausly unanticipated, convene~ on its regular date~ following the elosing of the nolls. Responding to roll call were ~aYOr J. C. Krause, Trustees ~inkeI Ferrall and Jones with Alwin a8 Roe'order. ' ' , The minutes of the previous meetings having been read and approveX, ~r. E. C. Streater presented a signed petition reeuestlng a water main extension along County Highway No. 7, fronting on Block 7, Shirley Hills Unit "B", and the generaI conditions of which hag previously neon discussed and agreed upon. In the acceptance of the above petition Trustee C. R. Ferrall m~ved the a~option of the folIowing resoIution, to wit: ~H~R~AS M. C. ~treater is the owner of all the lots in Rearrangement of Block Seven (7), Shirley Hills, Unit "~" ~ound ~innesota, consisting of Lots one (1) to ~even (?), in~lusive, which ~ots are not now serviced by the municipal water ~ystem, and ~¥HER~AS E. C. Streater has petitioned the Village Council for an extension of the water mains on the Count~ Road in front of said ~lock 7, and has agreed that the total cost of extending said water main on the county road and of the extension of said water serviced across and between Lots 4 and 5 in s~id Block shall be assessed against said lots, excepting the cost of:crossing street intersections, and h~s further agreed to execute to the Village of ~ound a perpetual easement across Lots 4 and 5, on the line of intersection between them and for three feet on each side of said llne of interseetion, and has further agreed to waive all notices, advertising for bids, letting of contracts ~nd all other require- ments of the statutes ~nd has con~ented that all of the work shall be done by the water department of the Village of ~ound and that its records of time, labor, cost of materlal~ ~.nd all 'other expenses of said extension shall be accepted by him as prima facle true and correct, now therefore be it hereby HMSOLV~ that the water main mew in operation and use on said County Road in the Village of Mound in front of the golf course and the Shirley Hill Subdivision be extende~ eastwards along said County Road, north of said ~earrangement of Nlock 7, Shirley Hills, ~nit ~, and across Woodbine Avenue to the east ~Ide thereof, 'said extension being of the same capacity and size as the Present water main, and that an extension be constrdcted across and~betweem Lot~ 4 and 5, said Plock ?, as rearranged for the purpose~of suoplying water to the rear lots in said block,~ to wit: Lots l, 2, 6 and 7, said such extension to be a pipe of not Ies~ that two (2~ inches diameter and bit it further - , RESOLVED that the work of excavating, laying of pipe and all other matters necessary for the extension and construction of said water mains and service, be performed by and under the supervision of the waterddepartment of this village, the the necessary Pipe and material be purchased on the open market at the lowest market prices, that accurate and complete records of the cost of ~11 'labor, materials 538 VILLAGE Of MOUND and other expenses be kept ~nd that the co~t per run~ing foot be accurately deter~ined, ~nd be kt further ~ESOLVED ~AT THE TOTAL COST of maid extension and construction be accurately determined ~-~nd tha, t there be deducted from such total co cost the cost of crossing two street intersections ~nd the co~t of one hydrant to be installed ~t the corner of Woodbine Avenue and the County Road, ~.nd that the resulting cost so determined be assessed against lots I to 7 inclusive, ~earr~ngement of P. lock 7, Shirley Hills, Unit ~, on a front foot basis, to be p~Id in install- ments over a period not to exceed twenty {20) years, as the council may be resolution determine, -nd be it further RE$OS.VE~D that the Village of ~.~ound accept from E. C. Streater, owner of all said lots, a perpetu~,l easement over ~nd across Lots 4 and 5, said block, and for three feet on each side of the inter- ~ection llne between them for the purpose of con~tructlng, repsir- lng, enl~rglng, or extending s~id w~ter service ~.nd releasing and discharging said village of ~ound, it~ agents and employees, fro~ all cl~im~ for trespass or for ~.ny other cause whatsoever, and be ~t further ~3~OLVE~D that the work of constructing and extending ~aid water mains and service be begun forthwith ~nd th,.9, t it be expedited as much as possible consistent with proper con~.truction ~nd that it be completed at the earliest possible time, ~.nd theft its cost of a hydrant ~.nd of constructing and extending said mains across two street~intereections be born by the village of ~ound and be paid out of the general fund in the water department. The motion being for the adootion of the resolution, the vote stood unanimous. And so the resolution stood adopted. ~'ollowing a discussion of bills connected with the hospitalization and care of ~!rs. Paul English, as a relief client of the village, it was moved by Trustee Jones, Trustee '~;inkel supporting, that Attorney N. E. Pardee confer with the proper authorities for a · ore acceotable adjustment of the cost. This was approved by the eounciI. A delegation from the Interstate Power Co. and in the persons of ~'rank AchenbaCh s~nd John Dobisch presented blue prints covering the wiring ~nd llluminatlon of .the village club house and neighbor- ing auto park~, beacbe~, and courts, along with ~he necessary controls. Py common agreement and without motion the council acceoted the general plan contingent upon its being presented for the approval of Architect Irwin ~,~alakousky. The council also authorized electrician Carl Johnson to confer with wholesalers for a purchase of the necessary e~_utpment, the same to be delivered to the W. P. A. Park Project for installation. Sitting as a canvasing board for the Village Election Just concluded, and on the motion of Trustee FerralI, Trustee Jone~ agreeing, the council accepted the polling of the following votes:. Blk 1, Shirley Hills, Unit "D"J.Home ConstructiOn For Lot 9, ~lk 1, shirley Hill~, Unit "C"..Home Construction Acting under pressure of recent events and convinced that the police problem of the village could successfully be met only ny a drastic change in personnel, Trustee Merrall moved that Constable George R. COie be relieve~ of his specific duties of policing the village, the same to take effect as of Janusry 1st, 1941, and that Constable ~ole be awarded antwo-weeks extension in pay. In a second $$ this motion by Trustee Jones, and a concurrence by the council, the council wanted it understood that it was not unmindful of Offi~er Cole's years of devotion to duty, but that a change in program could Best be served by a change in policing discipline and habits, and that in this the council acted wholly impersonally and to the best interests of the village. State Dee~s to Lots 32 to 39, inclusive, Koehler's Add. to Mound, and to Lot 15, Auditor's Subdiv. #170, being presented, the same being cleared and secured through the agency of Mr. H. I. Morton, Trustee Jones moved that the deeds be accepted ~y the council for the village and that Mr. Horton be .compensated in the sum cf $14.00 for his time and expense. This mottonwas supported by Alwln, the council concurring. Taking advantage of an opportunity to have local emergency relief cases taken care of at the ~inneapolis General Hospital under that hospital's prevailing relief scbedule, Trustee MerralI moved, AlWin supporting, that the Mayor and the Recorder of the village be authorized to underwrite such an agreement with the Hennepin County ~elfare Foard. This motion was approved by the council. Alwin moved that the Mayor and Recorder sign an agreement renewing the village's present contract with the Suburban Hennepin County Relief Po~rd and-thus continuing the village as a part of the County's present decentralized relief system. This motion was agree to by Trustee Ferrall, the council concurring. On motion by Trustee ~inkel, Alwin supporting, the council author- ized the village purchase of a $5.00 Christmas ~eal Bond.
