The purpose of this meeting was to preview changes with red--once %o
the coming year. Hesponding %o roll-call were ~ayor J. C. Ifrause,
Trustees B. F. Wtnkel, C. R. Ferr&ll, and E~an Jones, with Alwtn
as recorder.
The matter being b~ought into discussion as of urgent importance,
and following a hearing given to ~'~.r.J.p. Reed, representing the
American ~urety Co, it was moved by Trustee Jones that the Village
Treasurer's ~ond of $5,000.00, terminating on January 1st, 1941,
be renewe~ on that date to January 7th when it could have the
finaI action of the council at its first regular meeting of the
year. This was seconded by Alwin, the council concurring. It
was understood and agreed by ~r. Reed that the interim coverage of
the bond carried with it no obligation or charge upon the village.
~'ollowing this action, it was move~ by Trustee Jones that the
council go into executive session to di~cus~ policies and changes
for the new year. This motion was suoported by Trustee Winkel,
the council concurring. '~
The burden of diecu~ion rested on the needs of an efficient police
department, Particularly with reference tc villege law enforcement
covering peddler's lieen~es, the sale of beer and lieuor, the
enforcement of regulation~ bearing on ~chooI traffic, the enforcement
of the curfew law and other enactment~ in the village ordinance
book that have remained without effect through over~igbt or neglect;
principal mention., among which wa~ the dog Ii'end-lng law.
Although action was postponed until the organization meeting of
January ?th, 1941, it wa~ generall~ agreed by the council that
it would carry on with its remaining police Personell until the
problem could be effectively and definitely ~olved. ~'ith this
