MINUTES OF THE SPECIAL ~ING OF THE MOUND VILLAGE CO~%~CIL H?LD
]December 29th,. 1940.
This meeting was called following ~orrespondence reaching the Mayor
and the Clerk with reference to the. village Joining a County move-
ment to dispense surplus commodity ahd food relief via the distrlbution-~
of food stamps by the Eural Hennepin County ~urplus ~istrlbution
and Fo~d Stamp Committee.
It having been agreed ~ the council to present the village to such
a program, Trustee Evan Jones offered the following resolution "A"
WH~EAS, there has been established by the towns and villages of
Rtral Hennepin County a 2urplus Distribution ~nd Food ~tamp COmmittee
for the purpose of administering on behalf of the towns amd villages
of Rural Henneoin County the distribution of surolus commodities and ~$~
Issuance of food order stamps in conneotlon with the Federal °urplus
~arketing Administration,
NOW~ THEREFORE, BE IT RESOLVED that the Village of ~ound hereby
delegates the administration of surplus commodi%~e~istribution an~
food stamp administration to the Rural Hennepin County °urplus Distrib-
ution and Food Stamp Committee, and that it is hereby agreed that
it will conform to all rules and regulations that may be e~tablished
by such committee for the purpose of adminleterlng the program an$
it further agrees to pay its prorated share of the cost of administer-
ing the program promptly and currently upon the receipt of each
billing from the committee.
The question was on the adoption and the roll being called there
were five (5) Yeas, and no (~) hayes.
And so the resolution stood adopted.
Predicated upon the forgoing
following Resolution "P",
W~.~k'R~A~, there has been established by the towns ~nd villages of
Rural ~enneoin~ County a ~urplus DistriBution and Food ~tamp Committee
for the purpose of administering on behalf of the towns and villages
of Hural Mennepin the distribution of surplus commodities ~nd i~u-
anco .of food order stamps in connection with the Federal ~urptus
~arketing Administration,
AND WHEREAS, for the purpose of establishing a food stamp plan in
Rural Hennepin County it has been determined that a revolving fund
be established in the amount, of $20,000.00 $
AND WHEREA~, our prorate~ share, based on the number of cases and
persons served in relation to the total case load in the entire
rural County has been established at fo~ty-nine (49) cases and in the
amount of $332.00,
NOW, THEREFORE, BE IT RESOLVED that the Village of Mound agrees to
place in the custody of the Rural HennepinnCounty ?urplus Distrib-
ution and Food Stamp Committee the to%al sum of $332.00 as its
prorated share of the revolving fund necessar,y for the operation
of the Food Stamp Plan in Rural Hennepin gounty, and that, if and
when such plan is terminated in R_uralHennepln Oountv the amount
of three-hGndred-and-thlrty_two ($332.00) as originally deoosite~
into the revolving fund will be duly refunded.

The question was on. theadoptlon and the roll being called there

And so the resolution was adopted.
This accomplished, and it being arranged that Mayor J. d. Krause
and Trustees Winkel and Ferrall were to attend a County meeting
at Hopkins with reference to the above, the same dated for
December 30th, 1940, the meeting adJourbed.
