The ourmose of.this meeting was to present a public hearing under
the conditions and terms of resolutions passed at the council meeting
of January 15th, 1941, and a~ adEertfsed in the Minnetonka Pilot
of Janusry' l~th and 25rd, the same having reference to main extensions
on Lakewood Ave., Harrison Ave., Yale Ave., Rosedell Ave., Edgewater
Drive, County Highway No. 7, and a section of County Highway No. ?
lying between Rosedell Ave. ~nd ~ontclair Ave. Responding to roll-call
were ~ayor J. C. Krause, ~ru~tees ~. F. Wfnkel and C. R. Ferr~ll, with
Alwin as Recorder. Trustee Jones was unable to attend.
~he meeting opened with a discussion of the contents of a letter
received from the Fire Underwriters Inspection Bureau with reference
to additional equipment needed to keep local insurance rstes down
in face of the present program of contracted outside fire calts.
After listening to Fire Marshal Loyd Poweb%presentation of what the
F'ire Dept. was willing and ~bl%e to do and what was expected of the
viIlage in supplying needed fire fighting equipment, it was finally
agreed that Chief ~owers was to confer with the Inspection Bureau
for a stay of time within which the Department and the Village would
try snd meet its terms.
This matter concluded, the meeting was turned over to the hearing
on water main extensions. There being no one present either for
or against the prooosed improvement, it was assumed that the public
was favorably agreed. Trustee Ferrall, therefore, presented the
following resolution, to wit:
Petition having b~en made to the Village Council of the Village
of Mound by owners of more than fifty-one (51) percent in frontage
of the lands affected by a proposed improvement for the extension
of water mains on the streets hereinafter named, whic.h petition has
been found to be in conformity with law, ~nd report of an engineer
advising the council regarding such proposed improvement having
been received, ~nd notice of hearing said petition having been duly
given in accordance with law and said matter having come before the
council for hearing in accordance with s~Id notice, on Thursday, the
30th day of Jsnua~y, 1941, at a special meeting of said council held
in the Village Hall and Fire Nam in the Village of Mound at 8 o'cloc-k
P. M. and no one appearing either for or against the proposed improve-
ment and the council having been fully advised in the premises, now
therefore, be it hereby resolved that said improvement be made and
that water mains in said village be extended and installed on the
following streets and Avenues as follows:
1. On Lakewood ~%venue from Count~ Highway No. ? to Lot 13, Blk 3,
Shirley Hills, Unit "D", in front of lot A and Lots 1 to 13, block 3,
said subdivision.
2. County Highway No. ? from the northwest corner of Lot 5,
~lock ? ~hlrley Hills, Unit "~" to Lot ll, ~lock 5, said subdivision,
thence No~thwa. rds on Harrison .Avenue to the Corner of Elm ~treet
and Harrison ~venue, in front of Lot 5, P..lock ?, and in front of

3. Yale Avenue from Elm ~treet to the alley, thence Northeast-
erly to the Northeast corner of Lot 7, P~lo.ck 1, ,qhirIey Mills Uni~
"D", thenc4 ~outh along the alley to the County Highway No. 7, thence
along Edgewater Drive to connect with the water main now located on
Edgewater Drive, also from the corner of Edgewater drive and Rosedell
Avenue along Rosedell Avenue to Lot I, Block 2, ~hirley HilI~ Unit
"~", in front of Lots 2 to 7, and Lot~ ll ~nd 12, Block l, ~hirley
M'i~ls Unit "D" and in front of Lots 1 to 4, inclusive, block 1, and
Lots I to 6, inclusive, Block 2, ~hirley Hills, Unit "P".
And be it further resolved that Walter T. ~adsen, a competent.
person, be a~othorized to prepare plans and speeificatlons of s~ld
proposed improvement, that said plans and specifications be filed
with the Village Clerk and that he .be instructed to advertise for
bids for such improvement in the ~innetonka Pilot by one weeks public-
ation of such notice, thereby notifying all nersons that such bids
shall be opened and considered by the counci~ at a speelal meeting
to be held a.t its council rooms on the 17th day of ~ebruary, 1941,
at 7:30 P. ~. ~
And be it further resolved that ~ids ~ha~l be on the ba~is
of cash for such work and that all bid,~ ,~ha~I be sealed and filed
with the clerk ~nd shall be accompanied in every instance with a
cash d~oo~it or a certified check in ~n amount egu~I to 10% of the
amount of such bid, to be forfeited to the municipality in the event
that the successful bidder ~hall fait to enter into a contract
awarded to him in accordance with the terms of hi~ bid, the council
re~erving the right to reject ~ny or all bids.
The motion being for the adoption of the re,~olution, Trustee
P. F. WinkeI ~eeonded it, ~,nd the vote of the council stood unanimous.
~'nd ~o the resolution stood ad~pted.
There being no persons present obJectio~ to the main extension
along County Highway No. 7 between the intersection~ of RosedeI1
Avenue and ?ontclair ~venue, '~'rustee Ferrall ~resented the following
resolution: ~

improvement be made and that water maln~ in said village be ex~ended
and installed on the following street between inter~ectton,~ as
follow s: ~
On County Highway No. 7 between intersections of Rosedell and
Montclair Avenues.

person, be authorized to preo~re pl~n~ and s~ecifications of said
prooosed improvement, that said plans and speclfic~tions be filed
with the village clerk and th~.t he be instructed to adverti~e for
bids for such improvement in the Minnetonka Pilot by one week's
publication of such notice, thereby notifying ali persons that such
bids shall be opened and considered by the council at a special
meeting to be held at its council room on the 17th day of Mebruary,
I941, at 7:30 P. ~,~.
And be it f~rther resolved th~.t bids shall be on the basis
of ca~h for such work and that all bids shall be sealed and filed
with the clerk ~nd shall be accompanied in every inst~nce with a
c~h deposit or a certified check in ¢.n ~.mount eoual to 10% of the amour~
of such bid, to be forfeited to the municio~.lity in the even~ that
the ~ucce~ful bidder shall rs, il to enter into a. contract awsrded
to him in ~ccord~.nce with the term~ of hi~ bid, the council re~erv-

The motion being for adoption of the above re~olution, ~nd Trustee
':Vinkel seconding the motion, the vote of the council ~tood unanimous.
And so the resolution was adooted.
On motion by Alwin, Civll and Criminal dockets submitted by
Justic ~. J. ~mith for transfer to Justice Geo. ~. Young, the
having been audited by the ~tate in 1936 and there since being no
entery of further cases, the council approved the dockets and
authorized the transfer. This on the second of Trustee P. F.
~inkel.
