The purpose of this meeting was to determine as to whether the
village was to share in the cost of the water main exte~.sions in
the Shirley Hills District, and to what degree, if any, such
participation was to be entered into. This being determined, the
meeting was to authorize the Clerk to. compute 2nd divide the cost
between the village and affected frontage and to report such findings
at a meeting designated for lhe purpose.
~esponding to roll-call to make up the required cuorum were
Trustees B. F. Wtnkel and Evan Jones, with Alwin as Recorder.
Present also were Attorney N. E. Pardee and ~,~r. E, C. Streater,
the latter representing the 2htrley Hills interests.
Discussion centered around the proposition that the village could
legally and properly assume the cost of laying the mains under
all street crossings and pay For all hydrants and their installation.
It was finally agreed that the Clerk should spread the cost on this
basis and report this spread at an adjourned ~pecisl ~eeting dated
for [~erch 12th, 1941, and convening st the Fire Hall at 7:30 P.. ~.
instead of ~h the Director's Room of the ~ound State Bank ~#~$
s.s in thi~ instance.
The purpose of the meeting being accomplished, it wa,~ declared
adjourned.

Held Wednesday, March, 12, 19:~1.
Responding to roll-call were 5,~ayor J. C. Krause, Trustees B. F. Winkel,
and Evan Jones, with Alwin as Clerk-Recorder.
To combine the various operations of the *hirley Hills main exten-
sions into one combined legal authorization, Trustee Jones offered
the following resolution, to wit:
..W~AS, Two petitions have been made simultaneously for the
extension of water mains on certain streets in the Village of ~,~ound,
one project being for the extension of mains on Lakewood ~venue from
County Highway No. 7 to Lot 13, block 3, ~hirley Hills, Unit
on County Highway No. 7 and Harrison ,a. venue, and on Vale Avenue and
other streets, and the ot~er project being for such extensions
on County Highway No. 7 between ~,~ontctair and Rosedell Avenues, and
whereas the con~tructlon and extension of mains in said projects
has been let under one single contract to Chris Jansen of Winona
for the sum of ~13,844.00.
NOW, THMREFO~, Be it HerebN Resolved that the two improvements
may be made at the same time and as part of the same proceedings
and that the assessment therefore may be likewise levied and collected.
The motion for adoption of the above resolution being seconded by
Trustee Winkel, the vote of the council ~tood unanimous.. And so
the Resolution stood adopted.

On the basis of an additional cost of two hydrents ore~ented in the
ori~inal soeclflcatl, onv but not. included in the bld~ing, snd the cost
of engineering and suvervislon, the covt of ~verti~e~ents ~nd legal
chsrges end other overhead, the whole of which, ~dded to the contract
price, tot8ling $~,6D0.70, the clerk presented the fol]owlng cost
distribution as between the Villsge ~nd the improved frontage:

assessment and other mstters, and whereas ~t h~,~ been determined
that the cost of such imorovement ~.op!icsble to intersecting streets
and the cost of fire hydrants and their connection to the m~.ins
is the sum of ~2,782.47.
NOW~ THEREFORE, Be it hereby resolved that the cost of such part
of said project, namely, the street Inter~ectlonv snd the hydrants
and connections be paid by the Village of ~.~_ound and that the
b~l~nce of the cost of said project be assessed sgain~t the pro-
oert? ~pecls~l~ benefited.
On s vote on the above re~olution, the council =rood unsnlmous.
And so the resolution stood adopted.
To further allocate and distribute the cost of the shove n~.med
project, ,~1 in presented the following revolution:
V.~HEREAq, a certain project for the extension of water ms. lns on
Lakewood Avenue, Ysle Avenue, County Highway No. 7, snd other
streets in the village of ~,~.ound has recently been undertsken snd
contract for such extensi~n and construction h~ been entered, into
b~ and between the Village of ~ound and Chris Jensen for the sum
of ~t3,~44~ and whereas the cost of engineering, two sdditlonsl
hydrants, suoervlsion, advertising, sttorney's services, end
other cherges will amount to the sum of .~:806.70, tasking the total
cost of such improvement the sum of ~14,650.70, and whereas the cost
of street intersections, fire hydrants snd their connections
amounts to the sum of ~2,782.&7 and is to be p~Id by the Vil!aMe
of ~ound.
MO~, T~REFORE, P~e it resolved that the a~ssab!e cost of such

suoported by Trustee ~inkel, ~nd lhe council unanimously agreeing.
