1941-04-01VILLAGE OF MOUND 571 ~fINUTES OF THE REGULAR ~q~TING OF THE MOUMD VILLAGE COUNCIL HELD April 1st, 1941. Responding to roll-call in the new Village Office were Mayor J. C. Krause, Trustees B. F. ~lnkel, C. R. Ferrall, and Evan Jones, with Alwin as Recorder. The minutes of the previous meeting having been read and approveS, and the Clerk having preps, red and presented for approval the assessment spread for all of the proposed and approved main extensions for the Shirley Hills District, Trustee ~van Jones presented the following resolution and moved its adoption: DUE NOTICE HAVING BEEN GIVEN in accordance with Sec. 10, Chap. 382, G. L. 1925 to all persons interested of a proposed assessment to be specially assessed against all lots, pieces or parcels of land benefitted by that certain proposed extension of water mains on Lakewood Avenue in Front of Lot A and Lots 1 to 13, Blk 3, Shirley Hills Unit "D" and on County H~ghway No. ? and Harrison Avenue, in front of Lot 5, Block 7, and Lots I1 to 17, Plock 5, ~hirley Hills, Unit B, and Lots 15 to 19, .~n~ I. ots 1. ]0, ].3. and 14, Block 1, Shirley Hills, Unit D, and Edgewater Drive and Rosedell Avenue in front of Lots 2 to 7, and Lots 11 and 12, Block 1, Block 1, Shirley Hills, Unit D, and Lots 1 to ~, Plock 1 end Lots I to 6, Plock 2, ~hlrley Hills, Unit B, and on County Highway No. 7 be%ween ~ontclair Avenue and Rosedell Avenue, and whereas the Village Clerk h~s calculated the proper amount to be specially assessed against each Lot, piece of parcel of land as the proposed assessment, which oroposed assessment ha~ been filed in the office of said clerk, now therefore be it hereby resolved, the council having duly examined and considered said prooosed assessment and havin~ heard all persons concerning the same, that ~ald s~sessments be, and they hereby are, confirmed Alwin having seconded the motion for adoption, the vote of the council stood unanimous. And so the resolution stood adopted The Resolution confirming the clerk's calculations and authorizing the assessment havin~ been approved and passed b.v the council, Trustee Evan Jones, supported by Trustee B. F. ~Finkel, offered the following Resolution, to wit: ~REAs it has heretofore been resolved by the council of the Village of .~,~ound to extend the water mains of the village water system on Lakewood Avenue,. County Highway No. 7, Harrison ~venue, Vale Avenue and on other streets and parts of,~streets of the Village of 5~ound, the construction of which has heretofore been undertaken ~nd the cost of which will be approxtmstely the ~um of ~14,650.00, ~nd whereas a part of the cost, to wit: the sum of $2,782.47 is to be paid by the village of ~[ound and the balance to be paid through assessments levied against the lots, pieces or parcels of land benefitted, now therefore, it is hereby resolved that said extension of ma~ins and improvement be financed by issuing water improvement CertifiCates of Indebtedness to be paid in installments over a period of sixteen years by fourteen annual installments of $I,000.00 each and by one final installment of $650.00, the earliest maturing installment to be paid on or before the 1st day ~f December, 1942, that said certificates be issued with VILLAGE OF MOUND such interest as shall be offered to be peld not exceeding the rate of 4~ (ocr cent ) per annum, to be dated and issued as of June l, 1941, and be it furlher resolved that advertisements for the sale of such Certi- flcates of Indebtedness be inserted in the ~innetonka Pilot, a legal newspaper published ~t ~ound, Hennepin County, ~-~Inne,~ota, for two iosues beginning April 10th, 1941, to give notice to the public that e special meeting of the Village Council of the Village of ~ound will b~ held in the v~llage office in said village for the ourpose of receiving sealed bids for the purchase of said Certificates of Indebtedness at such rate of interest ~nd for such ~rices as may be offered on ,~onday, the 28th day of ,~pril, 1941, at 7:30 o'clock P. ~'. The council not being ready to set on these aoolfcations, it was moved by Trustee "?i. nkel that they be laid on ~he table for later con- sideration. This motion was suoported by Trustee Jones, the council conct~rring. '~'~or Krause havimg received a. letter from the Rural Hennepin County qurplus Commodity Committee announcin~ the fact thet H'enneoIn County hsd flnsl]y unanimously accepted the ~ood ~.tsmo Plan, the Clerk was notified to iS.~mUe ~, check to the Com,modity Committee in the sum. of ~332.00, which sum had alread? been authorized at ~ former meeting and which constituted the Village of ~ound sh~l~e toward the revolving fund of $2Q~;,000 to keep the Food ~tamp Plan in Operation. The Clerk was authorized without motion to write to the Interstate Powe~asking for an extension of the bl~aeket lights North, up Central Aveme to the village limits. .~!so, to have representatlve~ of the Co~oany confer with Trustee B. F. Winkel to arrange for extensions of the lighting service throu~,hout newly ~ettled portions of the '~hirley Hills District. ~ On motion by Trustee Jones, Trustee Winkel ~upoorting, 5~ayor Krause was authorized to apooint a committee to select the location for a Sewage disposal plant for the village. Trustee C. R. Ferrall seconding the motion for adoption of the above resolution, the vote of the council~tood unanimous. And so the resolution stood adopted. On a motion by Trustee ~inkel, the Clerk was authorized to write to the ~atertown Telephone Company asking that f~rm to appear before the council, at its regular meeting of ~ay 6th, 19~1, with the full details of its franchise with thi~ village.
