~esponding to roll call at this meeting were ~ayor J. C. Krause,
Trustees F. F. Wlnkel ~nd Earl ?f. Olson, with Alwin as Clerk-~ecorder.
T~ustee Evan Jones wa~ absent.
The meeting opened with the giving of a hearing to ?r. L. M. Hamlet
of the Electro-Rust Proofing Co. of ~,~innesoolis. The object o~ the
hearing was to receive information o,n methods to prevent rust and
corrosion in the village water tank. The method presented by Igr
Hamlet was by electrolSsis and the conseouent coating of ~he inside of
the tank by a rust-proof cathodic deposit. After the he,ring it was
moved by Trustee ~Tinkel that no action be taken at present, but that
the clerk make inoulry s~s to the cl~ims made by the Electro-Rust
Proofing Co. at such places where the method was tried. This motion
was ,~e¢o,~d.ed by Trustee Olson, the council s~reeing.
A hearing was given to representatives of the ?.~atertown Telephone,Co.,
following an invitation by the council that the company appear at
the Regular ~,~eeting of the council on ¥~ay 6th to review the nature
of it~ franchise and to expl.~in the nature of the teleDhone zoning
of the village. It appeared at the hearing that the company operates
in the village under a franchise authorlzat~n issued by the l~innesots
~tate Railrdad ~nd ~;~arehouse Co~mission. It was explained that telephone
rates are controlled and vary according to ~ones established by half-
mile distances from a more or less ~rbitrory re,ion designated ~ the
villag~ loop, and that a change in the zones would necessitate s re-
laying of telephone cables ~nd bring about other costs that would
materially raise the rates throuMhout the entire village. 'l'he matter
was laid'~ on the table without action.
L. C. Dodds appeared before the council to register the complain of
the local Post No. 398 of the American Legion with reference to the
watermain assessment against the full length of the lot occupied by
the American Legion Hall. ~r. Dodds contention was that the assessment
~hould have been levied according to the frontage of the lot (Not the
length) plus 20 ft. along the side street occupied by the main, which
is a reouirement specified by law. i~ith this change, the levy agains%
the American Legion property would be for ?Offt., instead of 135 ft as
at present. The assessment having already run for a period of years
the council did not feel itself free at the moment to authorize a
change. Nc.action was taken.
In response to an~ advertisement for bids on p~int for the village
club house, and as appeared in the issue of l~ay 1st, of the ~innetonka
Pilot, L. P; 2ohns presented his bid of $39.20 covering 200~ of
Dutch Boy 7~hite Lead, 5 gals. boiled linseed oil, 5 gals raw linseed
oil, and 5 gals. of turpentine. There being no other bidders, the
contract was awarded to L. P. Sohns ~n motion by Trustee Olson,
Trustee ~?inSel supporting, the council concurring.
A complete report of the Parking Committee un,er the Chairmanship
of Ralph l~arch was read before the council. This reoort recommended
as parking areas, the Great Northern Railroad Co ground sd Joining the
~treater Lumber Co., prepared ground east of the G. N. Depot, village
property longside and behind the ~'inley Garage, and m~fered as traffic
Ianes, to prevent "U" turning on the main street, the alley route
passed the ~'Inley Garage and coming out between the American Legion Hall
and the ~lnnetonka Pit~t. Another route suggested was Dell ~treet and

the alley back cE the Streater Lumber ~o., coming out on the main street
~gain over the t~reat Northern property. The reoort also recommended the
illumin~ting of the Great Northern grounds. The reoort was Iaid on the
table rot consideration and ~ctlon later.
On motion by !lwin, ~uilding Insoector J. H. Statts was authorized
to aoorove all aoolfcatlons for building oerm!ts before they are
oreaented for action by the council. This motion was suooorted by
Trustee Olson, the rest of the council concurring.
On the suggestion of ~fayor J. C. Krause, Alwln moved that the clerk
be authorized to "shop around" for the ourpo~e of buying I25 5' cedar
costs to be used to fence off parking areas in the ~'lllage Park.
This motion was seconded by Trustee Olson, the rest of the council

~ente~ the following re~olution, to wit:
WHEREAS it has been found expedient and necessary for the simplification
and the keeping of accounts and records that the Off Sale Store and the
On ~ale Lieuor Store both maintain and operate under separate and different
funds
NOW THEP~,FORE BE IT RE~OIV~D that the ','ound ~;illage Council hereby
est~blish another fund to be known as the ON OALE LIoUO~ FUND and that
this fund receive and serve as the ueoository for all receipts negotiated
bv tbs ~ound .Vuniclpal On Sale Lienor Store locatedat match. Further
that all orders or village checks t~sued to defray expenses at the
~'~ound On ~-ale Lieuor 2tore be i~sued agar_nat no other exceot the
On Osle I:ieuor Fund.
Alwin secondln~ the motion for adoption, the vote of the council
stood unanimous.
Trustee Wlnkel moved that the clerk be authorized to Issue weekly
warrants to cover the weekly pay-roll of tmhe On Ogle Liouor ~tore.
This motion was seconded by Trustee Olson, the council agreeing.
