ay 20th, 1941.
The purpose of this meeting was to give a postponed hearing to
the Fernside Avenue water main extension, and to authorize the form
for the certificates of indebtedness with reference to the financing
of the Shirley Hills water main extension.
ThOse present were ?~ayor J. C. Krause, trustees ~i.nkel, Jones, ~r~
Olson, with Alwin as Recorder.
Pressed ~pon the meeting at this point was the urgency for control
by the council over disturbing elements at the On Sale LiQuor Store,
should any need arise. ~'ollowing discus, sion, Alwin moved that the
clerk~ be authorised to write restraininE ~et%s]~c~ support of
any dlsciplimary action taken by store managements (either On Sale
or Off) against any person acting in violation of decency and
order. This~motion was seoonded by Trustee Olson, the council
c omc urr lng.
as a further urgency, Trustee Jones moved that Licuor Ordinance
No. 41., Clause 4, be amended %o~ conform to a change in the law
with reference to closing time; setting closing time at 12 P. M.
for every day of the week, including ~aturday, instead &f 1 A. ~.
and 2 A. ~,~. respectively ~ the ordinance originally was made to
read. This motion was supported by Trustee Winkel, the council
agree ing.
On motion by Trustee ~inkel, Jones supporting, the council approved
and authorized the following form for the village uertificates of
Indebtedness covering the financing, of .~hirley, Hills~ water main~
extensions:

Hennepin Gounty, ~innesota, acknowledges itself indebted and for
value received hereby promises to pay to bearer, the sum of
O~ THOU~ND DOLLARS ($1,000.00)
on the first day of DeCember, 1942, together with interest there~n from
the date hereof until paid at the rate of 1,a percent per annum, payable
semi-annually on the first day of June end December in each year in
accordance with and uoon ~re~entatlon end surrender of the attached
interest coupons a.s they ~everally become due. Soth pr!nctp~R and
interest of this certificate are D~y~ble ~t th~ State Bank of ~,~ound,
in the Village of ~ound,~[innesota, in la~ful money of the nlted ~

of America and to provide moneys for the prompt payment of said
principal ~nd interest as the same come due the full faith, credit and
re~ource~ of ~t~ Village of 5{ound have been and are hereby irrevocably ~
pledged.
This Certificate of Indebtedness is issued by said Village pursuant
to and in full conformity with the Constitution ~nd ls~s of the State
of Minnesota thereunto en~bling,~including Chapter 425, General
Laws, ~innes~ta, 1921, ~nd acts amendatory therof ~nd supplemental
thereto and was issued for the purpose of de~raying a p~rt of the'expens~

It is hereby certified ~nd Recited that all acts, conditions and

cedent to and in the Issuance of this certlficste have been done,

and manner as reodired by law and that this certificate of Indebtedness,

NOW, THERE?ORE, be it hereby resolved that the petition be refer~ed

thereon to the council.
Trustee ~Vinkel secondin~r the motion f'or adootion, ~he vote of the
councll stood unanimous.
A motion was made by ~]~'rustee EYan Jones that the clerk advertise
for bids ~n a cash register for the On ~ale'Licuor ~tore,.the
same to apoe~r in the nezt following is~ue of the lginnetonka Pilot.
~urther that the advertisement be based on specifications to be
suoolled by Trustee ~. ~f. Olson. This motion ws~ supported by
Trustee Olson, the council agreeing.
