~.~INUTES OF T~ REGULAR ~.¢~,ETING OF T~ MOUND VILLAG~ COUNCIL ~ugust 5th, 1941.
Responding to roll call were i!.~s.yor J. C. Krause, Trustees B.
Winkel, Evan Jones, ~nd Warl Olsen, with Alwin ~s Recorder.
After the reading and approval of the minutes of the orevteu, meetings,
a hearing was given to a d~Iegation of two representing the Vound
Terrace Improvement Association. This delegation came to offer the
full co-operation of their organlzstion in all matter~ of civic
interest to !t{ound, ~.nd asked that the council support them in the
improvement of the Mound Terrace neighborhood with respect to water
facilities, street illumination, garbage disposal, and other m~tzers
that concern a community. 2peaking for the council, [layer Krause
assured the ~.~ound Terrace Improvement Associatl[on that it would get
every support and ~acility the village had to offer, But th~.t all
requests, in order to be legal and acceptable for the record, would
have to Be in the form of a written petition representing a majority:
of the property owners. 'Tith this a~surrance, the delegation departed.
~ollowlng dlscussion with reference to getting further di~count~ in
the ourch=~e of Iieuor bv conforminF, to lO-day time limits from the
beginning of every month, a matter which was made difficult by the
v~ri~bility of Megul~r Council Weetings, it was moved_ by Trustee
Earl Olson that, hereafter, ,~nd in order tc meet the discount oerlods,
all purchases of li0uor Be paid for b~v the Ilcuor store managements
out of petty cash, and that the petty cash sccount~ ~e exp=nded in
order to meet the ~ddition~t dr~u~ht~. Thi~ motion wes supported
by Trustee Winkel, the council concurring. ·
The Council ~eing warned ~y E. ~. F!e,-ch thor, because of the
E'~ergency Defen'se Program, it would ~e increasingl~ di!'ficult
to get sooner than 9e-day deliveries on h~rdware,, it was moved
Trustee ~. F. Wlnkel that the Clerk be authorized to advertise
for %ids on a "V" type snowplow for a ton-and-a~half tr~uck, the
same to Be mounta.ble and controllable by the present hitch. This
motion was supported by Trustee Jones, the rest of the council
agreeing.
~. L. ~.fann petitioned for a 50~ reduction in his taxes for street
oilin~, and as levied in 1939, the as.me to apply to Lots 29, 30, and
31, Koehl~r's ~ddition to ~,:iound. The council granted the petition
on the motion of Trustee ','~inkel the council concurring on the ~ /%
~ ~ ~C on~
of Trustee Olson.
~rustee P. F. '?ink=I presented the proposal that the rill-ge purchase
500 feet of regulation fire hose. The matter was laid on the

Water Funds. This motion was suoport~d by Trustee Olson, the
council agreeing.
As ex-5fflclo secretary of the roard of ZonlnCr Ap'0~al, ~lwin
moved that the Village Council aoprove action ~y the =oning ~oard
in extending the Village Commercial Zone to to include the ~ld
:=chool ground as outlined within the angle of Central Avenue
and Dell Ftre~t. This motion was shooorted by Trustee ?inkel,
the council ~greeing without disse~ttng vote·
