MINUTES 0Y THE ADJOUP~ED REGULAI~ MEETIN* OF THE MOUND VILLAGE
COUNCIL HELD ~AY ~4th, 19~6.
Present at this meeting were Mayor Louise Huestis, trustees
Rondorf and Newcomb, with Alwin recording. G.F. Broeckert
could not attend.
The meeting opened with a hearing given to R. A. Smith and wife
with reference to the extension of petitioned for water mains ~'
within the Baptist Summer Assembly Grounds. On the plea of
Mr. Smith, the council excluded Hulett and Leach Aves, and intersecting
portions CTallant and Young Aves. from the terms of the petition.
This was done by general agreement and wit hout motion.
The coUncil heard J. W. Bradley, who appeared personally in
suDport of a petition before the council to extend water
mains East, on Beverley Ave. and fronting along Lots 94. 95, and
96, Subdivision of Lots l& 32, S&L Ravenswood. The council
withheld action on this petition, pending an inquiry by Attorney
E. A. Mendricks with reference to railroad and 0rono Township
frontage.
Trusteel Ne~comb moved that the clerk be authorised to take the
necessary steps for the recording of a State Deed held by the
villagel of ~ound and covering Lot ~5, Auditor's Subdivision # l?0.
Alwin supported thi~ motion, the council concurring.
After discussion, it was moved by Alwin that the village open
and grade ~ Lake Street between Koehler Terrace and Elm Street,
and tha% it open and grade Neadow Lane between Dewey Ave. and
Central Ave. This motion was seconded by Newcomb, the council
carrying- ,,
%~ithout motion the' council also agreed to 'cut down and improve
the grade along Hillside Ave. and to open the unnamed street
forming! a loop with Millalde Ave and Koehler Terrace. This
was left in the hands of the Road Committee.
Yielding to the petition of Superintendent L. L. Krantz, the
councili agreed to the surveying and opening of Elm Street to
faCilitate school parking and to establish the North property
line of! the school and the location of an atheletic field fence.
On a motion by Rondorf, Newcomb supporting, the council authorized
the.issUance of the following buildin~ permits: To: Vern F~ 01son
to 0ttar R. Gunderson, to Nrs. Chas. Christianson.
In ord~r to facilitate and make less bothersome the supplying of
flag decorations for the village business streets, R . J. Rondorf
moved that the village purchase all flags for street purposes on
memorial and celebration days. This motion was supported by
Newcomb, the council agreeing.
R. J. Rendorf moved that the Village Park be dedicated as a
Nemorial to the boys who fought, and some of whom gave their
li~es, in World War No. II, 'and that a suitably commemorative ~laque
be struck and located within the Park. T his motion was seconded

by Newcomb, the council unanimously concurring.
Trustee Rondorf further'moved that, at some date within the near
future, the Village of Nound ~ntertain at a banquet all of the
village soldiery of World War II, such as have already returned.
Newcomb supported t~is mgtion, the council agreei.ng.
In order to further and complete an alley improvement back of lots
36 to 51, inclusive, of Subdivision of Lots I & 39, S&L Ravenswood,
Trustee _Rondorf presente~d the following resolution and moved its
adootion:
It being discovered that a piece 6f ground platted as a turn-table
in connectign with an alley designed to serve lots 36 to 51, inclusive
of Subdivision of Lots i & 39, Skarp & Lindquist's Ravenswood, such
platting being according to official villag~e pleats and records, is
on record in Hennepin County files as Lot 47 of the same subdivision,
and it bein8 further discovered that th,is tract, ".Lot 4?", is listed,
among others, as tax delinquent, and is being proposed for sale by
the State of Minnesota, thus offering this lot as a private possession
and taking it out of possible use to serve a public purpose,
NOW, THEREFORE, it is here proposed and resolved that'the Village
of Nound take all necessary steps to gain title to this Lot 47
and return it to the purpose for which village records show it
was originally platted. Further, that the village clerk be authorized
to complete the necessary instruments tobbring about village
possession of ~he above lot~.
Councilman Newcomb seconding the motion for the adoption of the
above resolution, the vote of the council stood as follows:
Yeas, Ron~orf, Newcomb, and Alwin (Broeckert was absent, and did
not vote). Nayes, None. And so the resolution stood adopted.
In connection with a list of tax-delinquent land which the State
of ~innesota proposed for sale with council approval, President.
Hues~is offered the followimg resolution:
WHEREAS, the vi~'lage council of the Village of Mound,
Hennepin County~ ~innesota, has received from the Land Commissioner of
Hennepin County, a list of land in said Village of Nound which has
become the abdolute property of the State of Ninnesota under the
Provisions of Laws declaring the forfeiture of lands to the State for
taxes, which lands have been classified b~qthe County Board of said
Hennepin County as non-conservation and for sale, pursuant to the
laws of Minnesota for 1935, Chapter 386, Section l, as amended,
which'list of Land is designated as List l?~ "C" April 8th, 19~6,and
WHERNAS, this council has made a complete examination of all
facts and circumstances relating to such parcels,
NOW THEREFORE,, acting pursugnt to said Section l, Chapter
386, as amended, ,
BE IT RESOLVED, that the Village Council of said Villase
of Mound approve the classification of said County Board of said
lands as non-conservation and for sale. .~

May 24, 1946
The President announced that the meeting was open for the consideration
of a water main improvement in accordance with the resolution adopted April 2, 1946.
The Clerk announced that no written objections had been filed in his office.
~Several property owners appeared and spoke for and against said improvement.
UPon motion by Newcomb, seconded by Rondorf, the following resolution
was unanimously adopted:
RESOLUTION OF NECESSITY FOR CONSTRUCTION OF WATER MAIN
IMPROV~M~N T.
BE IT RESOLVED By the Village Council of the Village of Mound as follows:
1. The Village Council has met pursuant to notice as required by law to
consider ali objections and arguments for and against a water main improvememt
and it is hereby determined that it is necessary to make a water improvement con-
sisting of laying water mains and appurtenances along the following streets:
THE HI,LANDS: From the intersection of Highland Ave. and Highland
Boulevard, ~own Highland Ave. to Greene Boulevard, down Greene Boulevard to a
Juncture with the water main on Ridgeway Ave. Another extension will start from
the hydrantl terminus on State Highway 110, down Highway 110 to Tuller, down
Tuller to M~und avenue, down Mound Avenue to its intersection with County
Hi ghway No . 1 44
MiNNESOTA BAPTISTS ~S$~BLY GROUND: From the juncture of Highland
Boulevard and Fairfield forming a loop along Fairfield back to Highland Boulevard;
with another loop taking off at Fairfield and Young Aves., and following the
loop of YoUng A~ve., Huett Ave., and Tallant Ave. back to Fairfield, with a cross-
arm along Mhple Ave.
SUBEKVISIONS OF MOUND SHGRES AND MOUND: Water Mains will follow
Grand View Drive from end to end, Koehler Terrace from end to end, Hillside
Ave. to its intersection with Grand View Drive, Lake Str. between Koehler Terrace
and Elm, dOWn Elm Str. to Dewey, with a possible looping of the main along
Dewey to Ko6hler Terrace.
KOEHLER"S A~IKTION AND LAKE:S~IDE PARK: A new main extension will
project North from the intersection of Maple and Dell Streets, along Maple to
the North line of LOt 27, Blk. 6, and the North line of Lot 4, Blk. 8, Lakeside
2. Said improvement shall be made under the provisions of Chapter 428, Session
Laws of 192~, and said improvement shall hereafter be designated as iiater Main
Improvement No. 8.
3. Mr; Arleigh C. Smith of Wayzata, Minnesota, is hereby designated Engineer
to prepare plans and specifications for said improvement.
4.' The plans and specifications heretofore p~epared by Arleigh C. Smith for
said Water ~ain Improvement No. 8 are hereby approved.
