1948-02-21VILLAGE OF MOUND 901' MINUTES OF THE ADJOURNED REGULAR MEETING OF THE MOUND VILLAGE COUNCIL Held February 21st, 1948. Responsing to roll call were Mayor W. I. Davis, Councilmen Newcomb, Pierce, and Winkel, with Alwin recording. Present, also, in the village interest were Engineer Arleigh Smith and Attorney Herbert Wolner. With Meter ..................... $ 5,442.00 Following deliberations upon the above bids and upon motion of A. S. Newcomb and second of R. L. Pierce, the Village Council unanimously adopted the following resolution: BE IT RESOLVED that the bid of Layne-Min~nesota in the amount of $ 5,442.00, submitted pursuant to the Notice for Bids for the fur- nishing and installation of a water lubricated, electric motor driven deep-well turbine pump complete with electric motor and other equip- ment and appurtenances be, and it is hereby, accepted; and that the proper officers of the village council be and they hereby are authorized to enter into and execute a written contract therefor, when the same is approved by the Village Engineer and the Village Attorney ' RESOLVED, FURTHEJ~ that the certified checks submitted by un- successful bidders pursuant to the above menbioned notice be'returned by the Village Clerk to their respective owners forthwith. With reference to the establishment of a Village operated On-Sale Liq~e:.r Store , andyon motion of Ray L'. Pierce ,and seconded~y Bert Newcomb, the following resolution was unanimously adopted: Be it ordered and ~.p~d that in accordance with and,pursuant to Sec. 212..~7 of Minnesota Statues a Special Election be held on the 5th Day of March, 19~@, between the hours of seven o'clock in the forenOon and eight o'clock in the afternoon in the Village of Moun~ for the purpose of voting on the question: "Shall the Village of Mound engage in the "On SaSe" Liquor Business;" and that the voting place for such election be the office of the $ouncil of the Village of Mound. Village Clerk Be it further ordered and resolved that the Notice of Special Election as above §et forth be 'pUblished'in the ~innetonka Pilot of February 96th, 1948 and that said notice of Special ~lection be posted by the Village Clerk in three conspicuous places ,in the Village of ~ound at least ten (10) days prior to the said special election. Be it further ordered and resolved that the Village Clerk cause t o be prepared proper ballots for use at said Special Election, a~d that said Village Clerk do any and all other things necessary or incidental to the h~lding of said Special Election. Be it further ordered and resolved that the persons hereinafter named serwe as election Judges and clerks and perform the duties thereof at the said Special Election, to wit: The ~embers of the Council to serve as Judges shall be A. S. 'Newcomb, Ray L. Pierce, and Bernard F. ~inkel, and the Clerks' of Election shall be LeRoy V. Alwin, and Nfs. Louise Huestis. On a motion by Winkel, supported by Newcomb, the Council authorized the following Amendment to Waterworks Ordinance No. ~, Fixing Rates and Charges. THE VILLAGE COUNCIL OF ~IOUND' ~iINNESOTA, DO ORDAIN AS FOLLO?[s: Section 1. That portion of Waterworks Ordinance #~, passed by the Village Council of Mound, Minnesota¥ on the 5th day of June,. 19~, following the first paragraph in Sect ion E-11. of .said ordinance and c commencing with the words "the following rates are hereby established" and concluding with t he last word in paragraph "§" thereof,~ is here~y stricSen and in lieu the reof, the said ordinance ia amended to read as follows% "F" Rates and ~bz,~ee Charges. The following rates and charges are hereby established: 1. A servlcecharge shall be made ~n the amount of $~0.00 for service connections from water main to and including curbe box, and including the furnishing of one meter 0ne-half of the service'charge VILLAGE OF MOUND 903 must accompany the application for such service, and the balance of the charge mi[et be paid before the water is tarns4 on. (Note. The connection from the curbe to the premises must be made by the applicant in accordance with the regulations established ~y the Village Ordinance. ) ~. A service charge shall be made in the amount of $~.00 for turning on.or shutting off water. 3. A'~~ charge of $.~5 shall be made for ~~ of water meter per quarter year. 4. The charge for water consume~ shall be as follows: For each 1,000 gallons up to and including 10,000 gallons per quarter 35 cents, subject to a minimum charge of $3.50 For the next 20,000 gallons per quarter ~5 cents per 1,000 gallons. For the next ~20,000 gallons per quarter l0 cents per 1,000 gallons. For all the water consumed in excess cZ ~0,000 gallons per quarter, l~½ cents per 1,000 gallons. ~ (Note. The term "per quarter" shall mean per quarter of each calen4ar year or any part thereof, and calculations shall commence on January 1st, April 1st, July 1st, and October 1st, in each y ear. ) 5. A penalty of five (6) per cent of the total charge shall be added to water ~ills not paid in full by the 10th of the month following date of rendering ~ill Section 2. This Amendment to Ordinance #S~3 shall hay& force and effect upon its execution and publication, ~ut the rates and charges for water consumption and meter rental shall not take effect until April 1st, ~948.
